Research On The Government Function In The Development Of Rural Characteristic Industries

The 14 th Five-Year Plan clearly points out that the rural revitalization strategy should be comprehensively and deeply implemented,among which the leadership of the party and the government is the core of rural revitalization.The implementation of rural characteristic industry development is one of the main measures to implement the rural revitalization strategy,which plays an important role in promoting the rural construction and driving the rural economic growth.As a link between the higher authorities and the lower masses,the township government plays a pivotal role in the development of rural characteristic industries by doing a good job in government services and giving full play to government functions.However,in the process of developing characteristic industries,there are still some problems in government functions.In the process of combing the relevant literature of rural characteristic industries and government functions,it is found that most of them are interpretations of relevant policies,while there is not much research on the existing problems of government functions.This paper takes FH town as an example to study the function performance of township government departments in the development of rural characteristic industries.First of all,the background and significance of the development of rural characteristic industries,as well as the relevant literature are introduced;Secondly,it analyses the related concepts of rural characteristic industry and government function,the theory of government function and the theory of service-oriented government.Subsequently,the performance of government functions in the development of FH town’s characteristic industry is explained,and the government functions in the specific industry are analyzed by taking the vigorously developed Artemisia argyi leaf and aromatic rice industry in FH town as an example;Then,based on the questionnaire,the paper analyzes the problems existing in the government function in the development of FH town’s characteristic industry and the reasons for the problems.Finally,aiming at the problems existing in the government functions,the paper puts forward the corresponding optimization path in the hope of providing reference for FH town government and other local governments and contributing to the development of rural characteristic industries.
