Researches On Prevention Of Risks In "One Shoulder Multi-task" In The Context Of Rural Revitalization

General Secretary Xi Jinping put forward the implementation of the major strategic decision of rural revitalization at the 19 th National Congress of the Communist Party of China,rural revitalization should not only achieve sustainable and healthy economic and social development in rural areas,but also establish a scientific and complete rural governance system,incorporate rural society into the scope of the party’s governance system,and realize the rural revitalization strategy under the leadership of party organizations,that is,to achieve organizational revitalization.Organizational revitalization is the guarantee of rural revitalization,and the improvement of organizational strength is a key task.It is important to give play to the leading role of rural party organizations,achieve a deeper integration of party building and rural construction,and in rural revitalization,give play to the organizational advantages of party organizations,forming a strong support force.In order to achieve the strategic goal of organizational revitalization,various localities have widely implemented the "One Shoulder Multi-Task" policy of "two village committees",providing organizational and political guarantees for the smooth advancement of the rural revitalization strategy.Of course,"One Shoulder Multi-Task" by the two village committees is not a perfect leadership model,and there are certain governance risks,which require risk prevention in the implementation of "One Shoulder Multi-Task".In 2021,based on the practice of pilot implementation of "One Shoulder Multi-Task" by two village committees,Shanxi Province will comprehensively implement "One Shoulder Multi-Task" by two village committees throughout the province.This article takes the practical practice of "One Shoulder Multi-Task" by the two village committees in X County,Shanxi Province as an example,and understands the risks and preventive measures during and after the implementation of "One Shoulder Multi-Task" by the two village committees in this county through interviews,participation,observation,and research.In the research,firstly,the necessity of implementing "one shoulder responsibility" is analyzed from the perspective of achieving rural talent revitalization,organizational revitalization,and promoting high-quality rural development;Secondly,it systematically expounds the basic situation,main practices,and achievements of the implementation of "One Shoulder Multi-Task" by the village two committees in X County,Shanxi Province;Thirdly,it discusses the risks of "One Shoulder Multi-Task" among the two village committees,such as the imbalance of mentality caused by the treatment gap,the imbalance of the stable withdrawal of the injured,the imbalance of the operational system constraints,and the "three party imbalance" risks.The democratic decision-making process is not standardized enough,the village level affairs are not transparent enough,the ideological education is not perfect enough,and the "three kinds of insufficient" risks and the "three kinds of concentration" risks of excessive concentration of power,concentration of grassroots contradictions,and excessive concentration of resources are also discussed;Finally,in view of the existing risks,specific measures are proposed to effectively prevent and resolve the "One Shoulder Multi-Task" of the two village committees.
