Food safety is a hot issue of special concern to the people,and also the most basic livelihood issue.Food safety ensures the "safety on the tongue" of the people.With the rapid development and continuous innovation of the "Internet plus" industry,the food industry also has more and more new services and products in the "Internet plus" era.Online catering service is a new form of food industry combining "Internet plus",and its development is also growing.Especially since the outbreak of the COVID-19 epidemic,local governments have restricted the flow of people in offline dining halls.Because of its convenient and fast characteristics,online catering service has made consumers more inclined to order meals online to meet their daily food needs.The market of online catering services has grown rapidly and the scale of online users has continued to increase.Nowadays,online catering services continue to expand their market share and have developed to the county level.Because of the characteristics of virtual transaction and the concealment of online catering units,online catering services have brought great challenges to the food safety supervision at the grass-roots level.The in-depth study on the food safety supervision of online catering is of great practical significance for the sustainable development of the online catering service industry and the smooth implementation of the work of the food safety supervision department.This paper analyzes the current situation of online food safety supervision in J County to find the corresponding problems,analyzes the causes of the problems found,and puts forward feasible countermeasures to solve the relevant problems.This paper uses the methods of questionnaire survey,field interview and summary,taking J County as an example,to investigate the development of the online catering industry in J County,the setting of the online food safety regulatory agencies,and analyze the current situation of the online catering industry in J County.It is found that there are problems in J County,such as the difficulty of controlling the online catering units,the single regulatory body,the insufficient regulatory effectiveness,and the inadequate protection of consumer rights and interests.Through in-depth analysis of the problems,the following causes are summarized: the particularity of the supervision object,the insufficient resources of the supervision team,the failure of the supervision to form a full-chain model,and the unsound after-sales rights protection mechanism of online catering.Using the market failure theory,social co-governance theory,and information asymmetry theory,this paper proposes measures to optimize the supervision of online catering food safety: improve the supervision policy and related system of online catering service,refine the responsibilities of departments,strengthen the supervision force,standardize the operation of online catering units,improve third-party platform services,and establish a "1+N" social co-governance model of online food safety,It is expected to help improve the level of food safety supervision of county online catering and provide practical reference for the in-depth development of the online catering market. |
