In March 2015,the "Internet+" was listed in the government work report,and the online catering service industry took off under the background of the country’s strong support for the development of the Internet industry.In 2019,the State Council proposed to achieve smart regulation in the field of market regulation within three to five years.At the beginning of 2020,the COVID-19 epidemic broke out,and the"Homebody Culture" spawned by the epidemic made the audience of online catering service break through the scope of young people such as students and office workers,and opened a new era of the nationalization of food delivery.However,with the rapid development of network catering,food safety problems are becoming increasingly prevalent.Applying the concept of intelligent supervision to the food safety field of online catering service is helpful to improve the efficiency of government supervision,standardize the behavior of market players in the industry,and guarantee the food security of the people.Tianjin has taken the lead in the institutional reform of food safety supervision,combining the three bureaus into one,forming a food safety supervision pattern of "market supervision bureau specialized management,cooperation from other departments,and highly centralized functions".Looking at the 16 district bureaus in Tianjin,only the Market Supervision Bureau of Hongqiao District has implemented a two-step reform of the catering and food safety supervision department.Firstly,a team was established within the bureau to manage catering,and then local supervision was implemented to lower personnel to various street market supervision offices.This paper takes Hongqiao District of Tianjin as the research object,based on the theory of social co-governance,information asymmetry and seamless supervision,and analyzes the current situation of the supervision methods and achievements of the existing online catering service food safety supervision in Hongqiao District.The problems of market regulators,online catering service providers,third-party platforms,deliverers and consumers in the whole process of online catering service are deeply explored,and the causes of the problems are systematically analyzed.It introduced the concept of intelligent supervision,from four dimensions:fully implementing regulatory concepts,expanding smart regulatory entities,optimizing smart regulatory models,and improving the construction of smart regulatory platforms,proposed an optimization plan of how to give full play to the advantages of information technology and digital means,improve the supervision efficiency of administrative departments,consolidate the main responsibilities of third-party platforms,provide"all-factor" monitoring and early warning such as raw material procurement,processing and production,catering and food distribution,smooth the fast feedback channel of consumer rights protection,and create a good atmosphere of public opinion supervision.It has built a new model of efficient supervision featuring social co-governance and multi-party win-win in the era of digital economy. |
