| As an important part of the national governance system and governance capacity,rural governance is self-evidently important,not only for the healthy development of grassroots society,but also closely related to whether the people can truly enjoy the decisions of the Party and the state,and whether rural revitalization can be successfully realized.In the rural governance system,the grass-roots party organizations,as the party organizations most closely connected with the people,are at the center,and the party organization leaders,as the commanders,organizers and implementers of policy implementation,are at the center of the center.This affects not only the ability of rural economic and social development,but also the propagation,implementation and execution of the Party’s guidelines and policies,as well as the Party’s image among farmers and the modernization of rural management.As the saying goes,"Whether the countryside is rich or not,the key is in the branch;whether the branch is strong or not,the key depends on the head of the team."In recent years,there have been many changes in China’s rural work under the new situation.Facing the arduous task of rural revitalization and grassroots reform and development,the leaders of grass-roots Party organizations need to make efforts to explore the path of rural governance,but also face some contradictions and problems,which restrict their role.How to improve the role of the leaders of grassroots Party organizations in the process of rural governance is the theme of this article.Taking County H in Shanxi Province as an example,this paper conducts a comprehensive analysis of the role played by the leaders of grassroots party organizations in rural governance in recent years through field research and other means.On this basis,we summarize the main problems existing when the leaders of the grass-roots Party organizations play their roles,analyze the causes of the problems,and put forward some opinions and suggestions.This is of great importance to improve the efficiency of the leaders of grass-roots party organizations,enhance the level of serving the masses,promote the scientific construction of rural grass-roots party organizations,consolidate the Party’s leadership base in rural areas,and promote the goal of rural revitalization strategy.This paper consists of six parts.The first is divided into introduction,this paper introduces the purpose,meaning,ideas,methods,etc,summarizes the xi general secretary of grass-roots party leaders in the selection and appointment,education,incentive security related discourse and scholars at home and abroad about leaders in the grass-roots party organizations in the necessity of rural governance,existing problems,formation reasons,how to improve the role of related research.The second part is the core concept and theoretical basis,which focuses on explaining the basic concepts of rural governance,the leaders of grassroots Party organizations,the basic concepts of "shoulder to shoulder",as well as the theory of authoritarianism,metagovernance,and the theory of demand level.The third part,taking H County in Shanxi Province as an example,mainly introduces the basic situation of leaders of grassroots Party organizations in H County and the main measures and effects of leaders of grassroots Party organizations in rural governance.The fourth part focuses on the main problems existing in the role of the leaders of grassroots party organizations in rural governance,and analyzes the reasons.The fifth part puts forward corresponding countermeasures from four aspects: "role play","governance mechanism","superior management" and "selection and training".The sixth part summarizes and summarizes the full text. |
