The Innovation Study Of The Rural Grass-roots Party Organizations Under The Background Of Rural Revitalization

In order to serve agriculture,rural area and farmers in new area,China decided to implement the rural revitalization strategy based on based on the China's reality.As a main point of servicing agriculture,farmers and rural area,the rural revitalization strategy includes industry,talents,culture,ecology and party organization,in which the most important is organization revitalization.Rural Grass-roots Party Organizations play a leading and guiding role,which provide the revitalization strategy in rural area for political security and become the key to keep the strategy effective.Therefore,the key to realize the revitalization of rural party organizations in the context of rural revitalization,lies in strengthening the leading position of party organizations and giving full play to the leading core role of rural grass-roots party organizations in context of the rural revitalization,we will continue to strengthen the construction of party organizations at the grass-roots level in rural areas,and transform the advantages of the system into governance efficiency,so as to achieve organizational revitalization,which will drive the overall revitalization of rural areas.The overall framework of the paper mainly includes five parts.The first part explains the research background,generalizes research significance.The second part is the definition and relevant theoretical analysis.In addition,this part includes the internal logic relationship between rural revitalization and consolidating the construction of rural grassroots party organizations based on the theoretical basis of Marxism and the theoretical system of socialism with Chinese characteristics.The third part adopts the methods of local investigation,case analysis,literature review,etc.,after the relevant documents issued by the central government since the reform and opening up,it summarizes the basic development trend of the construction of the rural grass-roots party organizations under the background of the rural revitalization,and analyzes the universal problems in the construction of the rural grass-roots party organizations in China.The fundamental problem in the construction of party organizations in rural areas is that the leadership role of some grassroots party organizations in rural areas fails to play normally,which are about the political function of the party organization is weakened,the degree of democratization is low,the construction of the cadre team lags behind,and their ability to perform their duties is weakened.The fourth part is based on "how to give full play to the core role of leadership",the author conducts field research on some rural grass-roots party organizations in Jiang Su and Zhe Jiang provinces,summarizes the basic innovation experience of some rural grass-root party organizations,centering on industrial prosperity,rural culture,effective governance and ecological civilization.The fifth part,based on the above cases and the existing policy precedents,proposes the objectives,requirements and basic principles of the Party building innovation in the context of rural revitalization,and with the establishment and improvement of the party to adhere to and strengthen the overall leadership of the organizational system,institution,work mechanism to put forward a feasible specific path,in order to build inspiration and reference for other rural grassroots party organizations.
