Research On The Role Of Rural Grassroots Party Organizations In The Construction Of Grassroots Consultative Democracy

In recent years,under the active advocacy and strong support of the Party and the state,deliberative democracy has made great progress on both theoretical and practical levels.Especially since the opening of 18 th National Congress of the Communist Party of China,the development of socialist deliberative democracy in China has been further advanced,not only for theoretical innovation and development,but also for further expansion and enrichment in the field of practice.In this context,as an important part of deliberative democracy,deliberative democracy at the grass-roots level also shows a good trend of development.As an important field in the practice of grassroots democracy in China,rural consultative democracy at the grassroots level naturally becomes an important part of the consultative democracy at the grassroots level.The village party organization,as the leading core and fighting fortress of rural grass-roots work,naturally plays the role of propaganda and mobilization,organization and leadership,supervision and guarantee in the process of promoting the construction of rural grass-roots consultative democracy.How to give full play to the role of the village party organization in the consultative democracy at the grass-roots level will have an important and far-reaching impact on the smooth advancement of the consultative democracy at the grass-roots level in the future,the enrichment and innovation of grass-roots democracy,as well as the development of national democratic political construction and the realization of the modernization of rural governance.The thesis mainly focuses on the role of the village party organization in the construction of grassroots consultative democracy.Using a combination of theory and practice,the author conducted questionnaire surveys and related interviews on issues related to deliberative democracy of villagers and party members in the village party organization,and analyzed the current village party organization.Based on the results of field investigations,this thesis analyzed the achievements which have been made in the construction of grassroots deliberative democracy,the remaining problems,and the reasons for these problems.Some feasible countermeasures are proposed to improve the role of the village party organization in the grassroots deliberative democracy.Through the analysis of the survey results,it is found that the village party organization has made some progress in the concept and ability of negotiation,and the construction of the party organization team and the construction of the negotiation system.However,there is still a lot of room for improvement,and there are still certain shortcomings and deficiencies in various tasks.The main reason is that the village party organization lacks the mass foundation when carrying out rural grassroots consultation and democracy work,lacks its own internal motivation,lags the system guarantee for consultation,and lacks material and talent support to facilitate consultation.Judging from the current practice of rural grassroots consultative democracy,the role of village party organizations has not been fully brought into play,which has greatly reduced the effectiveness of rural grassroots consultative democracy.Therefore,the village party organization must work hard to do a good job in various tasks to ensure the full realization of the role of the village party organization in the process of promoting rural grassroots consultation and democracy,as well as promote the orderly and long-term development of rural grassroots consultative democracy,and increase the effectiveness of village party organizations by consolidating the mass base,improving internal motivation,perfecting system guarantees,and strengthening material and talent support.As the leading core of the Party’s undertakings in rural areas,the village Party organization plays an important role in promoting the construction of consultative democracy at the grass-roots level in rural areas.Therefore,in order to promote the effective operation and healthy development of consultative democracy at the grass-roots level in rural areas,we must fully pay attention to and make efforts to play the important role of village party organizations,and thus promote the realization of the goal of rural governance modernization.
