Research On The Role Of Rural Grassroots Party Organizations In Rural Governance

Rural grass-roots party organizations are the strong leaders of rural work,the core subject and fundamental force of rural governance,and the Battle Fortress of Rural Revitalization.In 2018,the State Council’s opinion on the implementation of rural revitalization strategy further clarified the leading core position of Party organizations in rural governance,proposing to strengthen the construction of rural grassroots Party organizations,deepen the practice of villagers’ autonomy,and improve the rural governance system with the integration of "three governance".With the wave of reforms in the late 1970s,China’s rural society has accelerated the transformation,the internal strata in rural areas have been continuously divided,and the original community organizations have been gradually dispersed,which has brought unprecedented challenges to the leadership core position of the party organization in rural work.Especially after the tax and fee reform,with the cancellation of the "three mentions and five unification" policy,the factors of domestic power in rural governance have weakened,lacking the necessary collective economic support,governance presents a "vacuum",the "strong people governing the village" has led to the alienation of organizational power,and the degree of democratization of rural governance has decreased;At the same time,the process of urbanization has led to the outflow of a large number of rural elites,the lack of endogenous motivation of village cadres and so on,and rural governance is in trouble.Taking Z City as an example,this paper studies the rural governance of rural grass-roots party organizations in Z City from the perspective of public organization theory and public governance theory.The article is divided into three parts:introduction,body and conclusion.The introduction makes a preliminary analysis of the overall framework of the paper from the aspects of the origin and significance of the problem,research review at home and abroad,research ideas and technical route,innovation and so on.The first and second chapters mainly introduce the relevant research results,define the core concepts,and sort out the relevant theoretical basis.The third chapter focuses on the current situation of rural governance of rural grass-roots party organizations in Z City,and combs the difficulties faced by rural grass-roots party organizations in Z City in rural governance by analyzing the questionnaire.The fourth chapter summarizes and analyzes the factors affecting the role of rural grass-roots party organizations in rural governance in Z city.Based on the research and analysis of the previous chapters,the fifth chapter explores the countermeasures to improve the level of rural governance with the role of rural grass-roots party organizations as the main line.The conclusion part reviews and summarizes the full text as a whole.It is hoped that through relevant research,it will provide some reference and help for further consolidating the party’s ruling foundation in rural areas,improving the efficiency of rural governance,continuously releasing the endogenous driving force of Rural Revitalization and promoting the vigorous development of economy and society.
