Research On The Rural Governance Mechanism Of China

Three rural issues has been the top priority of the work of the Chinese communist party and the government.Solving the three rural issues successfully in China is the key to achieve the goal of building a well-off society in an all-round way.For this purpose,we should continue to push the socialist new rural construction forward.In current,the deep-seated contradictions of China's rural social development especially rural governance problems are continuously emerging,which affects the overall smooth progress of the socialist new rural construction.Perfecting the rural governance mechanism has been taken into a very important agenda of the party and the state.This paper makes a systematic and deep research on the problem of rural governance mechanism in China,explains the connotation,elements and functions of rural governance mechanism,interprets the rural governance mechanism in which the rural grass-roots party organizations play a leading role as the core.In this paper,the existing problems of rural governance mechanism and their causes are also analyzed in detail.On this basis,it puts forward the idea of improving the rural governance mechanism.This study has important theoretical value and practical significance for perfecting the rural governance mechanism,promoting the construction of rural grass-roots democracy and modernizing the national governance system and governance ability.This paper consists of the introduction and five chapters.The basic logic is as follows.The introduction part mainly introduces the background and significance of the research on the rural governance mechanism in China.The comments of relevant research both at home and abroad are given also in this part.On this basis,this paper expounds the ideas,methods and main innovation of this study.The first chapter discusses the theoretical basis of related research.In this part,we comb and interpret systematically the discussions about farmers and social governance issues of Marxism.And the related theories of governance,the relationship between the state and society as well as the social capital is analyzed and summarized.The second chapter clarifies the connotation,elements and functions of the rural governance mechanism.Rural governance mechanism refers to the mode of operation which is formed on the basis of a series of system and is used to coordinate the relationship and interaction between rural governance subjects to make them play a function.Its elements include the subjects of rural governance,the rural governance structure and the rule system of rural governance.The ought to be functions of rural governance mechanism are to promote the development of agriculture and rural economy,promote the construction of rural grass-roots democracy,accelerate the construction of spiritual civilization and ensure harmony and stability of the rural society.The third chapter interprets the rural governance mechanism in which the rural grass-roots party organizations play a leading role as the core.At present,our country has formed such a rural governance mechanism that the rural grass-roots party organizations play a leading role as the core.In this governance mechanism,the township governments' governance,the villagers' autonomy and the rural society self-adjustment are interacting with each other.This chapter focuses on the core leadership of rural grass-roots party organizations,the operational mechanism of township governments'governance,the operational mechanism of villagers'autonomy as well as the mechanism of rural society self-adjustment.The fourth chapter discusses the problems existing in the rural governance mechanism and the causes.Based on the investigation results,this paper proposed that the main problem of China's rural governance mechanism include:the governance efficiency of the township governments is not high,the operational efficiency of the villagers' autonomy needs to be enhanced and the self-adjusting function of the rural society remains to be enhanced.And on this basis,this chapter further analyzes the cause of the problems existing in the rural governance mechanism.These reasons come from four aspects.They are administrative system between the counties and townships,the lack of farmers' subjective consciousness,the limitations of the legal system construction of the villagers' autonomy as well as the slow development of rural social organizations.The fifth chapter puts forward some ideas of perfecting the rural governance mechanism.This paper formulates the overall idea of optimizing rural governance mechanism.It is to highlight the core leadership of the rural grass-roots party organizations,improve the rural governance structure and make the related systems of the rural governance mechanism sound.On that basis,this paper proposes that the key issues to improve the township governments' governance are pushing on the modernization of the township governments' governance capabilities,optimizing the township governments' governance structure and perfecting the system which is conducive to the township governments' governance.The key points of improving the villagers' autonomy lie in the following three aspects:exerting the principal role of farmers,straightening out the multiple relations in the villagers' autonomy and strengthening the legal system building of villagers' autonomy.The main ways of improving the rural society self-adjustment are to promote the development of rural social organizations,make the formal system and informal system integration as well as perfect the self-adjustment mechanism of rural society.This thesis include three innovation points:the first is to put forward the concept of rural governance mechanism from a holistic perspective and do a systematic analysis and description of it.The second is to initially form a complete content system about rural governance mechanism.The third is to emphasis on the cohesion and interaction between the township governments' governance,the villagers' autonomy and the rural society self-adjustment,which break through the existing research pattern.
