Research On The Problems And Countermeasures In The Safety Supervision Of Village-level Industrial Park In X Street,O District,W City

After the village collective land is requisitioned,the O district government of W city returns the corresponding secondary industry index according to the actual situation.This index is used to build industrial secondary production plants.This type of industrial enterprises facilitates the formation of industrial agglomerations in a region.After a period of precipitation and development,all villages in X Street,O District,W City have formed a certain scale of village-level industrial cluster parks.Because most of the village-level industrial agglomeration parks are labor-intensive enterprises,and the industrial chain of enterprise clusters dominated by shoe leather and hardware industries is low-end,there are a series of difficult to supervise problems such as many hidden safety hazards,weak safety awareness of employees,and weak cognition of laws and regulations of the person in charge,so the enterprises in the park are on fire and employees are injured.Safety accidents occur frequently.Because the company acts with the purpose of profit priority,the production and operation model is still constantly changing,and it also raises the "difficult" problem for the local emergency management service center responsible for the safety supervision of the village-level industrial cluster park.From the perspective of the safety supervision of the village-level industrial agglomeration park in the local street,this paper combines the requirements of the higher-level departments for the improvement of the village-level industrial agglomeration park,and takes the government control theory and the collaborative governance theory as the reference.After many serious comparisons of safety production accidents,this paper analyzes the problems of safety supervision in village-level industrial agglomeration parks,and draws on the good practices of safety supervision in village-level industrial agglomeration parks in Haishu District of Ningbo,Wujiang District of Suzhou,and Lupu Town of Yuhuan City,and puts forward suggestions for improving the safety supervision of X Street.The research shows that we should follow the spirit of superior safety production instructions,and accurately target the problems of imperfect supervision system,inadequate management responsibilities,ineffective multi-party linkage,and weak management ability in the safety supervision of village-level industrial agglomeration parks.Thus,by controlling the safety supervision system,consolidating street management responsibilities,strengthening multi-party consultation and linkage,and strengthening emergency management,we should actively create a good environment for the safety production of village-level industrial agglomeration parks,and provide some practical theoretical support for improving local safety supervision.
