Since the promulgation of the "People’s Republic of China Food Safety Law" in2015,food safety issues have continued to emerge under the high pressure of the country.In 2017,Tianjin’s spice fraud incidents,etc.,exposed China’s food production supervision.There are shortcomings and lags.The research on food safety in China’s academic circles is mainly from the macro level,that is,the full chain supervision of food.This study takes the supervision model of food production links in city j and c as an example,and adopts literature survey and comparative research.The current method of food production supervision in China is deeply analyzed,and it is considered that current food production supervision has problems such as inadequate approval beforehand,untimely supervision during the event,and failure to keep up with the supervision after the event,and puts forward countermeasures and suggestions on this basis.This study found that since the Food and Drug Administration was merged into the Market Supervision Bureau in 2019,the amount of business undertaken by regulators has increased geometrically.For the supervision of food production,many regulators are crossing the river by touching stones,and the situation facing regulation is not optimistic.The main problems are as follows: the first is that the food production permit review standards are inconsistent,and the approval of practitioners depends to a certain extent on whether the reviewers pass through subjectively;the second is that the construction of the supervision team is lagging,and no professional law enforcement has been formed.The inspection team;the third is that the food production traceability system is not perfect.Among them,the enterprise producers themselves lack food safety awareness and safety management common sense,and the protection of food safety awareness is not active,which impedes the establishment of the food traceability system subjectively;the fourth is The level of public participation in food production supervision is low.On this basis,this paper proposescountermeasures from four aspects by drawing on and learning advanced experience in the supervision of food production in developed countries and regions such as Japan,the United States,and the European Union.3.Improve the supervision system of food production links;second,improve the three-dimensional construction of the food safety traceability system;From the perspective of the enterprise,it requires the enterprise to strengthen self-control,enhance corporate responsibility,strengthen the employee evaluation system,and encourage the enterprise to use the haccp system,etc.;fourth,from the perspective of public participation,innovate public participation in food production supervision methods,improve information disclosure,and promote The development of food industry associations has broadened public participation in food safety governance.
