Study On Government Behavior In Safety Management Of Village Industrial Park In Gaoming District,Foshan City

The village industrial park is an industrial body formed,developed and evolved under the action of specific social,economic,cultural,resource,policy and other factors.However,due to the majority of labor-intensive enterprises in the village industrial park,the industrial form is at the low end,the safety risks are prominent,the enterprise management mode is chaotic,the enterprise leaders have weak consciousness,are not familiar with relevant laws and regulations,and the safety training is not in place.At the same time,the government in the safety management of the village industrial park,the corresponding problems are exposed,such as incomplete village industrial park management system,law enforcement supervision system is not perfect,the evaluated integratedly apanage management management responsibility does not reach the designated position,safety management personnel fluidity big,government law enforcement personnel safety management consciousness insufficiency,the department of safety management of the village industrial park position high enough,the department of linkage mechanism is imperfect and emergency rescue system is not perfect,in order to make the village industrial park urbanization construction safety management and the current new requirement to match,adapted to industrial transformation and upgrading requirements,coordinate and promote the development of security requirements,Gaoming district,Foshan city should be all-round government safety management level,standardize the village industrial park,the village(house)a policy,strengthen the backward technology,enterprise bury safety problems are outstanding,through demolish rebuild,improving land use efficiency,the introduction of advanced manufacturing industry and high-tech enterprises,the part is willing to promote reformation of enterprise to carry on the comprehensive improvement,form a batch of high quality creative industry park of the carrier,the introduction of safety management mode,advanced technology enterprises,improve land use efficiency,to maximize output.In this study,literature,comparative analysis,field research,questionnaire survey,mathematical statistics and other research methods were used to obtain the research on government behavior in the safety management of village industrial park in Gaoming District,Foshan city.On this basis,the government behavior in the village industrial park safety management in Gaoming district,Foshan city is proposed to improve the countermeasures.The findings:(1)Government behaviors in safety management of village industrial parks are affectedby four aspects.These four aspects affect law enforcement and supervision system,territorial management responsibility,departmental linkage mechanism,emergency rescue system and other four aspects.These 4 reasons can be further refined into 20 influences.(2)Different government behavior factors affecting safety management of village industrial parks.Based on the theories of government behavior and safety management,this paper studies whether the government’s behavior plays a good role in the safety management of village industrial parks and effectively achieves the goal of safety management by comparing and referring to the government assessment standards.(3)Based on the perspective that the safety management of village industrial parks is affected by comprehensive factors,the government should improve the safety management level of village industrial parks by improving the law enforcement supervision system,strengthening the responsibility of territorial management,improving the linkage mechanism of departments,and strengthening the emergency rescue system.
