Study On The Governance Model Of The Transformation Of The Village Industrial Park Cluster In Shaxi Town,Zhongshan City Under The Framework Of Social Analysis

Since the reform and opening up,China’s land and space development has experienced the stage of rapid development of scale elements and space expansion during the industrial civilization period,and entered the "new era of ecological civilization".The "traditional incremental expansion" of space development has gradually been replaced by the "stock adjustment and reconstruction".Under this background,how to revitalize the urban land stock and improve the land use efficiency has become a hot issue of social concern.In recent years,while the "three old" transformation of Shaxi Town,Zhongshan City has achieved some results,there are also many problems: lack of attention to the transformation of old factory buildings and inefficient industrial clusters in villages and towns,more focus on the transformation of old towns and villages,and tend to demolish and build large;Neglecting the impact of urban transformation on society,humanity,history,ecological environment and other aspects leads to the imbalance of economic efficiency,social benefits and ecological benefits;In the process of reconstruction,the compensation for demolition is unreasonable,the distribution of benefits and the people’s struggle for benefits.How to resolve these contradictions,seek advantages and avoid disadvantages,and balance the interests of all parties,not only encourage the enthusiasm of local governments to promote transformation,but also reasonably make it beneficial to the people and improve the collective income of villagers,so that the land use can match the economic,social and ecological benefits,form a reasonable land use structure,maximize the comprehensive benefits of land,promote the successful transformation of rural industrial parks,and promote the healthy and orderly development of the city,It is an urgent problem to be solved in the transformation of inefficient rural industrial clusters.Based on the theoretical framework of Williamson’s social analysis,this paper analyzes the different governance models adopted by the transformation of industrial clusters in inefficient villages and towns,and finds that: the specificity of project assets determines the cost of project transformation,and the choice of governance model must match the transaction costs,otherwise,the transformation is difficult to promote and the transformation efficiency is low.Generally speaking,the self transformation mode led by the villagers’ collective is more suitable for the village and town industrial clusters with few subjects involved in the project,small property rights heterogeneity,small transformation scale,small transaction costs,strong village collective economic strength,and good regional economic development.The government led government servicing and transformation model is more suitable for the transformation of village and town industrial clusters that involve many subjects,have large heterogeneity of property rights,are difficult to coordinate interests,have large transaction costs,and have poor regional economic development.The research believes that the government’s profit in the mode of villagers’ collective independent transformation and village enterprise cooperative transformation is unclear,too little or difficult to profit.However,in the government led model of government servicing and transformation,too much land revenue flows to the government and developers,and villagers’ collective land development rights and interests are seriously damaged.The government has not fully played the role of night watchman,arbitrator,controller,public welfare person and regulator in a timely manner.Based on this,the paper puts forward countermeasures and suggestions for the transformation of Shaxi town’s low efficiency industrial cluster from the aspects of adhering to the government’s responsibilities,widening revenue channels,strengthening publicity,innovation and investment promotion.
