Research On Tripartite Cooperation In Government Purchase Of Emergency Services

Under the background of the state vigorously promoting the modernization of emergency management system and capacity,it has become the focus of national attention to change the supply mode of emergency service,improve the supply efficiency of emergency service,and advocate multiple subjects to participate in emergency management.The diversification and diversification of public emergency demands have led to the upgrading of emergency service demand.The frequent occurrence of emergencies has brought great tests to the government’s emergency service supply,forcing the government to expand the total amount,emphasize refinement supply,optimize the structure and improve efficiency in the emergency service supply.In terms of emergency service supply,enterprises have the advantages of being close to the public,rapid response,sufficient resource reserve and strong execution,which can make up for the shortage of government supply in the supply of emergency service.Therefore,how to promote the cooperation between the government,enterprises and public in the supply of emergency services and make the government and enterprises form an effective governance joint force has become the top priority in dealing with public emergencies.In view of how the government enterprises and public realize the cooperative supply in the process of public service supply,how they interact in the supply process,what are the main factors affecting the cooperative supply between the government and enterprises,and what role the public plays in the cooperative supply process,this paper analyzes the case of purchasing environmental emergency services in X city based on the cooperative governance theory and cooperative crisis management theory,Through the anatomy and in-depth excavation of the case,this paper explores the key factors affecting the supply of government enterprise cooperation.It is found that the main driving force to trigger the collaborative supply projects between government and enterprises in emergency services is the policy promotion of high-ranking government and the pressure of real emergency management;The coupling of interests between the government and enterprises promotes the further implementation of government enterprise emergency cooperation supply projects.In the specific implementation process of supply,the ability conditions of enterprises and the early cooperation history broaden the choice of cooperative supply,and will also have a certain impact on the effectiveness of cooperative supply.In addition,the trust of leaders also has an important impact on collaborative supply.At the same time,The effectiveness of public participation in the whole process of collaborative supply of emergency services also determines the efficiency of collaborative supply of emergency services.Based on the case study,the study shows that interest coupling is the beginning of promoting the collaborative supply decision of emergency services;Incentive and restraint mechanism is an important factor to promote the long-term stability of collaborative supply;Improving the effectiveness of public participation in the whole process will help to enhance the effectiveness of emergency service supply.Therefore,it is proposed to improve the participation mechanism of "one main stem with many other branches" in the governance mechanism,strengthen the interactive communication between subjects,establish the coordination mechanism of cooperative interests,and improve the cooperative accountability mechanism;In terms of governance policies,we should standardize the supervision and cooperation system,build a government enterprise cooperation platform,improve relevant laws and regulations,and strengthen supervision and restraint in cooperation;In terms of governance atmosphere,we should fully cultivate the autonomy of enterprises and the public.The research conclusion can provide a reference for further formulating the relevant policies of collaborative supply of emergency services.
