| The aging of the population is both a result of economic and social development and progress,and will inevitably bring many challenges to economic and social development.China’s aging is characterized by a large number,aging,and "being old before getting rich".Under the background of unprecedented severe aging,the development of the pension industry has ushered in new opportunities and challenges.Policy encouragement accelerates the development of the industry,and companies are also rushing to innovate to seize the huge business opportunities brought about by aging.Under this background,the development of the old-age care business has not been broken,and the “9073” old-age care structure has not been broken.The old-age care has entered the community and the family is still the mainstream mode.Faced with the reality of diverse needs for old-age care services,the traditional institutional old-age care and family old-age care functions have gradually weakened.Community-based old-age care has begun to enter the public’s field of vision and has risen quietly in the community.In the face of the growing multi-level personalized needs of old-age care services and the need of the government to build a service-oriented government in line with the current situation,various policies on optimizing the supply of old-age service have been issued from the national level to the provincial and municipal governments,encouraging active exploration of suitable The new model of local old-age pension,the embedded old-age pension model has further support from various provinces and cities.With the vigorous development of the market economy for decades and the maturity of social organizations,the supply of pension services is no longer limited to the government.The participation of multiple subjects has become a prominent feature of existing pension services.The introduction of market-oriented operations in pension services Ways and competition mechanisms can not only improve the efficiency of service provision,but also stimulate market vitality and reduce the government ’s pension pressure.This article focuses the research focus on the issue of how effective multi-subject participation in community embedded pension services can be provided.This paper analyzes the development process and policies of community embedded pension services and the necessity and feasibility,based on the collaborative governance theory and the new public service theory,a case analysis of the A Center of Wuhou District,Chengdu,starting from the role positioning,authoritative sources,supply methods,etc.,to summarize its practical effects,and using the collaborative governance theory framework of scholar Tian Peijie,from the synergy motivation,synergy engine,synergy behavior,A comprehensive analysis of the community’s embedded pension service supply in four aspects of synergy consequences.It is found that the current community embedded pension service is facing a systemic lack of government policy formulation,funds are still facing shortages,the supply of pension services is limited,the community embedded pension promotion is insufficient,the contradiction between supply and demand is outstanding,the supply is fragmented,and there is a lack of comprehensive supervision and evaluation System and other issues.Therefore,it is necessary to optimize from the four aspects of improving the external environmental protection,stimulating the endogenous power source,forming multiple resonance behaviors,and regulating supervision and evaluation,and will reposition the supply subjects such as the government,communities,pension enterprises,volunteer organizations,and families.Roles and behaviors are coordinated to achieve a reasonable allocation of resources and provide effective,healthy and continuous pension services. |
