Research On Ability Evaluation And Optimized Path In Emergency Management For Hangzhou City

In the process of urban development,there are always a variety of sudden events,whether natural disasters or social practice,these sudden events are abrupt.If the government department can not handle properly after the incident,it can not guarantee the safety of people’s life and property,on the other hand,it will seriously affect the government’s credibility.In modern information society,all kinds of information dissemination is not restricted by time and space.If unexpected events can not be handled in time,it is very easy to be amplified and propagate,and it will also cause social confusion.As the grass-roots administrative department of the state,the local government can fully understand the local work,obtain the event information and lead the event in the first time.For these reasons,it should improve the consciousness of emergency management and emergency management ability of the local government departments,and strengthen the work from the early warning mechanism to the emergency rescue to the recovery construction and so on.The occurrence of emergencies can minimize losses and hazards after the occurrence of emergencies,and maintain social order and stability.Therefore,taking Hangzhou city for an example,based on the theory of emergency management,the theory of emergency management and the theory of cooperative management,this paper uses the fuzzy analysis method to evaluate the emergency ability of Hangzhou city.It is found that the emergency management mechanism in Hangzhou is more moving,the information transmission is not smooth and the execution efficiency is more efficient.The main reasons are the low linkage of the emergency management departments,the lack of information technology support in emergency system,the shortage of emergency personnel and materials,the lack of emergency propaganda,education and training.On this basis,to explore the path of Hangzhou emergency management ability to improve,mainly from emergency preparedness,warning and monitoring,emergency reaction,restoration and construction of the four major levels to elaborate,then got the results that the ability of the first three aspects are strong,but the ability of restoration and construction is poor.Finally,the conclusion is drawn that the overall evaluation of contingency management in Hangzhou is better than average.The study of this paper for the optimization of the city’s emergency management ability to optimize the important reference.
