On Government Role Of The Culture-tourism Integrated Development In The County Area

Further promoting the integration of culture and tourism is an important part of China’s economic and social development during the 14 th five-year plan period.In recent years,with the increase of consumption demand for cultural tourism,the cultural tourism industry has become an important engine for economic development.In order to meet the requirements of the reality of cultural and tourism integration development,the ministry of culture and tourism was established through the reform of Party and government institutions in March 2018,which was also provides an institutional guarantee for the integrated development of culture and tourism.The Culture-tourism integration is conducive to meeting people’s spiritual and cultural needs,promoting the quality and upgrading of the cultural and tourism industry,promoting cultural exchanges and development,and enhancing cultural confidence.Research on cultural tourism has been the focus of academic research since the 1980 s and 1990 s,and the research on the government’s role in cultural tourism development is also the focus of scholar’s attention.Nowadays,the integrated development of culture and tourism plays a more important role in people’s cultural life and national economy.Hence,it is essential for the county-level government to give full play to its own functions to promote the integrated development of culture and tourism.Based on industry integration theory,government function theory,and market failure theory,this thesis takes investigation research method,literature research method as the main research methodology,taking Y District of X City as an example,to conduct a comprehensive investigation and research on the status quo of government’s role in the development of cultural and tourism integration at county level.The research finds that the main achievements of the Y District government in promoting the development of cultural and tourism integration are as follows: First,the government provides policy support for the development of cultural and tourism integration;Second,the government strengthened supervision to create a good development environment for cultural and tourism integration;Third,the government has further improved the level of public services for cultural tourism;Fourth,the government has effectively guaranteed the construction and publicity of cultural tourism projects.But at the same time,supporting facilities and public services for cultural and tourism integration need to be improved,the integration of cultural and tourism overall planning and policy support are insufficient,the government’s promotion of industrial development is imperfect,and the government’s public publicity and marketing effect is not good.The reasons mainly include insufficient capital investment,imperfect management system and mechanism,lack of professional talents,and inadequate public publicity and marketing by the government.Finally,in view of the existing problems and their causes,this paper puts forward the countermeasures to optimize the role of the county government in the integrated development of cultural and tourism: first of all,optimize top-level design and strengthen government guidance.To be specific,it is necessary to strengthen the concept of integrated development,improve the integrated development plan,and improve the supporting policies of culture and tourism industry.Second,improve the cultural and tourism integrated development mechanism and create an excellent development environment.Specifically,it is necessary to correctly handle the relationship between the government and the market,improve the market supervision mechanism,and establish and improve the investment and financing service system of cultural and tourism industry.Third,Enhance the integration of cultural and tourism public services and intensify publicity and marketing efforts.Concretely speaking,it is necessary to improve the level of cultural tourism public service and enrich the means of cultural tourism publicity and marketing.Fourth,strengthen the construction of cultural and tourism integration support system to form a synergy for development.To be specific,it is necessary to increase the use of scientific and technological means,strengthen talents safeguard,and build a multi-subject participation social support system.
