Research On The Problems And Countermeasures Of The Government’s Role In The Development Of N County’s Overall Tourism

With the advent of a well-off life and the rise of the domestic tourism market,China’s tourism has entered a new stage of development.Tourism consumption has gradually entered the public’s field of vision and integrated into people’s lives.The tourism industry has become an industry that has attracted more and more attention.It is no longer satisfied with general sightseeing and small tourism,and prefers a leisure and vacation-like tourism life,which brings new requirements and challenges to the regions that want to develop tourism.As an inevitable product of the development and change of tourism consumption and product structure,all-for-one tourism emerges from time to time.It breaks the limitation of traditional single scenic spots and realizes the transformation from small tourism to large tourism.On the one hand,it meets the needs of tourists,and on the other hand,it has accelerated the integration of local industries and the high-quality development of the economy.N County has been identified as "the first batch of provincial-level global tourism demonstration area creation units" in June 2020,and won the honor of "the most beautiful Chinese cultural tourism county" at the 4th International Tourism Annual Conference held in April 2021 title.N County is rich in historical and cultural resources,has a good foundation for ecological resources,has broad prospects for agricultural development and tourism,and is rich in water resources.Relying on these intangible resources,the N County government has taken active actions to play a role in the formulation of global tourism planning,project development,and external promotion,and has made certain progress.However,the development process of global tourism in N County is still relatively slow.The effect of quality development is not obvious,which is manifested in insufficient government planning,imperfect supporting systems,inadequate publicity and marketing,and simplification of policy support.The main reason is that the current government’s concept transformation is lagging behind,and the overall role of the relevant planning and construction is insufficient.At the same time,the government’s publicity and promotion of all-for-one tourism lacks innovation,over-reliance on traditional media means,and limited government financial funds.These factors all directly or indirectly affect the rapid development of N County’s global tourism.In response to the problems found,by referring to the relevant experience of the government of Youyu County,Shanxi Province,which attaches importance to the development of industrial integration,the government of Zhengding County,Hebei Province,the measures for the construction of the business environment in the cultural tourism market,and the government of Jiangning District,Jiangsu Province,which links global tourism and rural revitalization Combined with good practices such as gradually improving the public service system of global tourism,combined with the current development of tourism in N County,using the theory of government functions and industrial integration,try to put forward relevant countermeasures and suggestions that can promote the better play of the role of N County government,including: First,strengthen the government’s overall planning and extend the industrial chain.The key point is to continue to make efforts in the integration of "tourism + culture","tourism +agriculture" and "tourism + sports" to ensure the full integration of resources in N County,so as to create a new path for the development of global tourism.Second,give play to the leading role of the government and improve the supporting system.Especially in the construction of supporting facilities of the service system,the supervision of the tourism market and the recruitment and training of tourism professionals,more efforts should be made in order to make the development of all-for-one tourism more standardized and orderly.Third,expand the means of publicity and marketing and strengthen market promotion.The government should give full play to the role of publicity and promotion,focusing on the image design of tourism destinations and the construction of smart tourism,and gradually form a new model of global tourism development of "launching out" and "touring in".Fourth,innovate the way of attracting investment and strengthen the government’s actions.The government must establish the concept of "all people can attract investment",increase the support of favorable policies for enterprises,and implement investment management guarantee measures,so as to effectively improve the effectiveness of investment promotion,solve the bottleneck problem of tourism development in N County,and achieve high-quality tourism industry-driven county economy development goals.
