The Dual Dependence Of "Policy-Elite" In Rural Industrial Development Generate Logic And Crack Path

In March 2022,the Report on the Work of the Government proposed that we should vigorously promote agricultural production,promote comprehensive rural revitalization,improve and strengthen policies to support agriculture,continue to promote the development of areas lifted out of poverty,and promote a bumper agricultural harvest and increase farmers’ incomes.This points out the direction and provides guidance for comprehensively promoting the key work of rural revitalization.Rural revitalization is a comprehensive revitalization that includes industrial revitalization,talent revitalization,cultural revitalization,ecological revitalization,and organizational revitalization.Industry is the foundation of development.A strong industry means a strong economy,and a prosperous industry means a prosperous all industries.Only with industrial revitalization can we comprehensively consolidate and expand the achievements of poverty alleviation,lay a solid material foundation for comprehensive rural revitalization,and achieve high-quality rural development.Therefore,the study of policy dependence and dependence in the development process of rural industries is of great significance to further understand the operation logic of rural industries and promote the development of rural industries.This paper adopts the method of literature,comparative study and case study,and explores the policy dependence and elite dependence of rural industrial revitalization projects by finding and analyzing industrial project development cases.In the context of rural revitalization,both policy dependence and elite dependence play a dual role in the development process of industrial projects:policy dependence in the process of industrial operation can play a positive role in promoting industrial development,but excessive reliance on policy support may also lead to industrial operation failure;In the process of industrial operation,the reliance on elites can grasp industrial policies and industrial changes more quickly,thus promoting the development of rural industries.The negative effect of dual dependence is an urgent problem to be solved in the process of industrial development.Therefore,this paper explains the generation logic of policy dependence and elite dependence,deeply analyzes the interactive relationship between policy and elite,and puts forward some suggestions on improving the mechanism of industrial policy,enhancing the enthusiasm of elite industry,and giving play to the initiative of farmers in the industry.
