A Study On The Rural Elite Transformation Under The Background Of Rural Revitalization Strategy ——A Case Study Of Mangtuan

The rural elite is one of the important participants in rural governance in China.Since the founding of the People’s Republic of China,the party and the government have taken the village as a whole with a certain degree of autonomy,and carried out governance activities through the main carrier of grassroots autonomous organizations,which means that the rural society provides sufficient space for different subjects to participate in governance.Among them,farmers with certain knowledge,ability or resources gradually become an elite group in a region,and their authority and governance effectiveness become increasingly prominent.As rural revitalization strategy in rural society,our country rural governance field,demand and profound changes have taken place under the impetus of the external policy,the effectiveness of the traditional elite participation in rural governance and authority,at the same time,to promote the development of rural governance by their concept and learning ability and the strategy of rejuvenating rural demand does not fit,to a certain extent brings obstacles to achieve rural revitalization.Therefore,the transformation of traditional rural elite is this group the right choice for political influence sustainable,necessity being also that rural revitalization strategy to promote with the performance.In the dynamic process of governance,the modern rural elites continuously deepen their own connotation and enhance their competitiveness,which is also an important prerequisite for the rural elites to maintain their participation vitality and ensure the efficiency of cooperation.In this paper,the "rural elite" type of division is not based on gender,age,occupation,or rather in combination with strategy of rejuvenating rural demand,according to the rural elite "if with advanced knowledge reserve," "whether have the spirit of public service" "identity and the governance activities and implement the core values of socialism with Chinese characteristics" of the three major ways to differentiate the traditional rural elite and modern rural elite,at the same time,according to whether in a sustainable development plan,to eliminate personal in maximum extent whether existing in the political activities of the secondary aspects such as cognitive and behavioral deviation to support and definitions.On this basis,this paper based on the strategy of rejuvenating rural general requirements,the rural elite constitute diverse village of Mangtuan’s empirical investigation,objective interpretation Mangtuan village’s elite state of existence,selecting typical traditional rural elite and modern rural elite case facts,through the village awn regiment of the current state of rural elite participation in governance,further analysis of traditional rural elite and modern rural elite in the positive impact and limitations in the process of implementation of rural revitalization.Through the empirical investigation of typical villages,this paper analyzes the role positioning of rural elites who meet the governance needs under the background of rural revitalization strategy,as well as the necessity and symbol of rural elite transformation.On this basis,combined with the overall requirements of rural revitalization strategy,this paper proposes the path conception of rural elite transformation.To clear that the modern rural elites should continuously improve themselves and implement the concept of public service.
