The report of the 20th National Congress of the Communist Party of China pointed out that the most arduous and arduous task of comprehensively building a socialist modernized country still lies in rural areas,and requires the improvement of the social governance system of joint construction,governance and sharing,and the improvement of social governance efficiency.Against the backdrop of the Party Central Committee’s demand to promote the modernization of the national governance system and governance capacity,how the village work team can be embedded in rural governance and how to play a better role in rural governance is a problem worth studying.Based on the embeddedness theory,this study takes the rural revitalization work team in S Township in southern Jiangxi Province as an actual case,uses the case analysis method,Field research method and literature analysis method,from the perspective of the country’s overall implementation of the rural revitalization strategy,analyzes the problems and reasons of the rural revitalization work team in the process of embedding rural governance,and gives the corresponding optimization methods.The article conducted a survey in S Township and conducted a questionnaire survey and interview with the team members stationed in the village.It was found that there are the following problems in the embedded rural governance practice of S Township’s team: firstly,the support cadres are eager to achieve short-term goals;secondly,the support cadres are arrogant and neglect to stimulate rural endogenous motivation;thirdly,the allocation of resources is unfair during the support process;fourthly,the support cadres are difficult to integrate into rural society.Based on the theory of embedded governance,this study analyzes the reasons for the problems that exist in the participation of village work teams in rural governance from four dimensions: unreasonable assessment mechanisms lead to shortsightedness of assistance cadres,the embedding of national power leads to marginalization of village committees,differences in supporting units lead to polarization of assistance effectiveness,and self-protection in rural society leads to the exclusion of work teams.Finally,based on on-site investigation and theoretical analysis,this study proposes an optimization path for embedding rural revitalization work teams into rural governance: firstly,establish a reasonable assessment and incentive mechanism;secondly,create participation space to stimulate endogenous motivation;thirdly,optimize resource supply to eliminate uneven distribution;fourthly,reshape the relationship between the masses and cadres to ensure the optimization of the path for assisting cadres to integrate into rural areas.To provide experience and reference for improving the effectiveness of village work teams in participating in rural governance work,addressing the role of village work teams in rural governance,and achieving the national rural revitalization strategy.
