Research On Rural Revitalization Service Team From The Perspective Of Embedded Governance

China is a large agricultural country.The party and the country attach great importance to rural issues and have formed a tradition of sending teams to the vast rural areas.Historically,the land reform team,the "four cleansing" team,and the new rural construction team have all played their unique roles.In the battle for poverty alleviation that just ended,the village assistance team has become an important working mechanism for targeted poverty alleviation.In 2017,the 19 th National Congress of the Communist Party of China emphasized the need to always make the resolution of the "three rural issues" the top priority of the party’s work,and made a major decision to implement the rural revitalization strategy.In the context of rural revitalization,some provinces have begun to send rural revitalization teams to the countryside.As the country’s embedded governance force in rural society,the Rural Revitalization Task Force has become an important starting point for promoting rural revitalization,and it has also become a research topic worthy of attention.This article aims to take the rural revitalization service team in X Town,J City,S Province as the research object,discuss the embedded governance practice of the service team,and promote the smooth implementation of the rural revitalization strategy while enriching relevant theoretical research.In order to thoroughly implement the spirit of the 19 th National Congress of the Communist Party of China and give full play to the advantages of a major agricultural province,Province S carried out the work of "ten thousand cadres at the grassroots level" in2019,and sent a large number of rural revitalization service teams to assist rural revitalization.The Rural Revitalization Service Team in X Town,J City,S Province was set up in this context.The service team has formed a good interaction with the serviced villages through institutional embedding,organizational embedding,resource embedding and relationship embedding,which effectively promoted the five major rural revitalization.However,the survey found that there are still some problems in the embedded governance of the service team that need to be further improved,including the tension between the service team as an unconventional governance mechanism and the conventional governance mechanism,attention to and insufficient cultivation of the village’s endogenous power,and resource allocation caused by selective embedding.The management and assessment mechanism of injustice and the service team also needs to be improved.In order to improve the embedded governance of the rural revitalization service team and better play the role of the service team in promoting rural revitalization,the following four suggestions are put forward:one is to handle the relationship between unconventional governance and conventional governance mechanisms;the other is to handle the embeddedness well the relationship between the type organization and the endogenous organization of the village;the third is to increase the number of assisted villages to promote the overall revitalization of the village;the fourth is to establish a scientific and reasonable evaluation system and improve the fund management responsibility system.
