Research On Embedding Young Cadres In Rural Governance

The key to the revitalization of the countryside lies in the revitalization of talents.Effective governance is an important foundation for rural revitalization,and talents in governance are the fundamental guarantee for effective governance.In his speech on the 100 th anniversary of the founding of the Party,General Secretary Xi Jinping declared that China had built a moderately prosperous society in all aspects and had historically solved the problem of absolute poverty.In the context of the new era,the rural revitalisation strategy is in progress.To achieve the goal of modernising rural governance by 2035,young talents are needed.The state has adopted various policies to attract outstanding university graduates to join the ranks of rural governance and inject young power into rural construction.What is the practical process of embedding young talents in rural governance,and what effect does this have on rural governance,and what are the practical difficulties encountered in the process?This paper analyses the embedding process of youth cadres in rural society and the impact on rural governance based on the framework of embedding theory.After a detailed analysis of the embedding process of youth cadres in Q County,it is found that the embedding of youth cadres in villages is mainly based on the strategy of rural revitalisation,optimisation of grassroots governance at the village level,the goal of common prosperity,and the driving factor of youth success.Firstly,through institutional embedding,they provide a source of legitimacy for the implementation of rural work,and provide a political basis for young cadres to enter the village cadre team in accordance with the existing policies and systems,and provide a valid basis for formally becoming the main body of rural grassroots governance.Secondly,through the establishment of a rural revitalization task force and the organizational embedding method of optimizing and integrating grass-roots party organizations,the strength of grass-roots party organizations is integrated and villagers’ consensus is gathered,so that grass-roots party organizations can be revitalized and revitalized.Thirdly,through relationship embedding,we can obtain resources and trust.On the one hand,we can gain the cooperation of village cadres by adapting to the rural environment and gain the trust of villagers by doing practical work and seeking development,so as to narrow the relationship with internal members;on the other hand,through the integration of social capital,we can obtain financial and resource support for rural construction and development.Fourthly,through the embedding of cognitive concepts,the concept of village society is reshaped through the embedding of values,in order to build a democratic,transparent and fair cultural atmosphere in the village.Through institutional,organisational,relational and cognitive embedding,rural governance has become more effective.This is mainly reflected in the improvement of village infrastructure,the strengthening of the cohesiveness of the village organisation,the rapprochement of the cadres and the formation of a good cultural atmosphere.However,there are still some practical difficulties in the process of embedding young cadres in villages,mainly in terms of the lack of a long-term mechanism for young cadres in villages,the difficulty of implementing innovative ideas,the uncertainty of maintaining relationships and the lack of depth in embedding the rule of law.Through in-depth investigation,it is found that the causes of the dilemma lie in the deviation between the design of the state system and the vision of the governance subject,the imbalance between the state’s embedded power and the internal countervailing power of the village society,the conflict between the public interest and the internal interests of the village,and the difficulty in reconciling the modern concept of governance with the traditional concept of the village.For these reasons,it is difficult to form a balanced relationship between the state and the village society in the process of interaction,and the lack of healthy interaction makes the effectiveness of young resident cadres in the process of village governance gradually diminish,making it difficult for them to play a real role in village governance.Therefore,in view of the above-mentioned difficulties and causes,we propose measures for optimising the national system,improving the comprehensive skills of young cadres in villages,building public authority in rural society,and promoting the effective integration of governance concepts,so as to enhance the effectiveness of young cadres in villages,activate the autonomous power of rural society,and realise the effective governance of rural society by the state,and help revitalise the countryside.This will help to modernise rural governance.
