First Secretary:A Study On Embedded Governance Mechanism In Rural China

The problem of rural development is a very important challenge and an urgent problem to be solved in the process of China’s modernization development,and the main problem facing rural development at the present stage is poverty alleviation,the policy of sending the First Secretary to embed in the countryside is a special policy with Chinese characteristics which is explored by the Party and the government in the course of long-term practice.Based on semi-structured interview,Literature Research,multi-case study and Comparative Study,the embedded governance of First Secretary village in six different levels of First Secretary village was analyzed.Through a Comparative Study of selected provinces,cities and districts,the results of the work of the first secretary of the First Secretary in the villages show that the embedded governance has a great effect on the development of rural poverty alleviation,rural revitalization and so on,the state exerts influence on the development of rural society by embedding resources,organizations,and culture into the villages through the carrier of the First Secretary,to help villages strengthen team building,develop industries,build and improve infrastructure,enrich spiritual and cultural life,to help villages achieve more standardized political life,economic and cultural development in an all-round way.The effectiveness of First Secretary is particularly remarkable in helping the development of village industries and the increase of villagers’ employment and income.By embedding and integrating resources,the whole village can be lifted out of poverty and the poor village can be lifted off its hat,this development path is in line with the actual needs of local development work,and has achieved better results in the process of First Secretary embedded governance and in the process of poverty alleviation and rural revitalization.Thus,First Secretary provides organizational impetus,financial support and cultural impetus to traditional rural development,and generally reduces work pressure at the township and village levels.Based on embedded governance theory,this paper analyzes the problems existing in the process of governance,such as the mismatch of organizational embeddedness,the insufficiency of resource embeddedness,the insufficiency and lack of Cultural Guidance,the unsound incentive mechanism of the first secretary,etc.,it is suggested that the embedded governance policy of the first secretary should be improved by improving andperfecting the embedded supporting policies of the Organization of the First Secretary,improving the embedded capacity of the First Secretary resources,strengthening cultural guidance,promoting rural progress with cultural development,optimizing the positive incentive mechanism and stimulating the initiative of the First Secretary,etc.,we will promote the theoretical research and practical application of “ First Secretary ” embedded governance,and further promote the development process of grassroots governance and rural revitalization.After studying the embedded governance capability of“First Secretary”,the paper analyzes the effectiveness of“First Secretary”embedded governance from three aspects: Organizational Capability embedding,resource embedding and culture embedding,this paper summarizes the successful experience behind the effectiveness of its governance,and provides an effective proof for the future“First Secretary”embedded governance to promote the development of rural governance.Based on the analysis,the following theoretical assumptions are put forward: the resource input of the First Secretary is the premise of embedded governance effectiveness,the higher the level of the dispatch office,the more significant the effect of embedded governance;Promotion Incentive is the system guarantee of First Secretary embedded governance.The higher the“expected income”of First Secretary,the more significant the effect of embedded governance.According to the problems existing in the embedded governance of the first secretary,this paper puts forward several ways to optimize the embedded governance of the First Secretary: to improve and perfect the embedded supporting policies of the first secretary,to improve the embedded capacity of the First Secretary resources,to strengthen cultural guidance,to promote rural progress with cultural development,to optimize the positive incentive mechanism,and to stimulate First Secretary.
