Research On The Operational Dilemma And Countermeasures Of Grid Governance In Y City

The Third Plenary Session of the 18 th Central Committee of the Communist Party of China clearly stated that it is necessary to actively build a new pattern of community governance and comprehensively promote the modernization and development process of community governance.However,due to factors such as the vast territory and the limited scope of pilot projects,the community grid governance in many cities in my country is still in its infancy and exploration stage,and the actual effect is not obvious.How to realize the comprehensive and scientific development of community grid governance is the core issue that needs to be paid attention to in current social governance.Based on this background,this study takes Y city as the research object,investigates the development status of community grid governance in Y city,and excavates and analyzes the core issues.This research is supported by the multi-center governance theory and the new public management theory,based on the current difficulties faced by the community grid governance in Y City,and proposes an optimization plan for the grid governance in Y City.The study believes that,first,the initial results of the current community grid governance in Y City include closer party-mass relations,continuous improvement of service levels,continuous enhancement of residents’ community identity,and gradual formation of a harmonious community atmosphere.Second,the main difficulties existing in the current community grid governance in Y City include work barriers in government functional departments,unreasonable grid division,team building needs to be improved,insufficient government information publicity,low awareness rate among residents,information barriers,The construction of a digital platform is difficult,and the main body of grid governance is single.Third,the main causes of the above difficulties are that some functional departments “Free-rider”,the management system of grid personnel is not perfect,the government and civil communication channels are limited,the lack of financial support,the lack of multi-party participation.In order to solve the grid governance dilemma in Y City,this study proposes to clarify the functions of departments,straighten out the main responsibilities,divide the grid rationally,strengthen team building,increase publicity efforts,improve residents’ satisfaction,strengthen funding guarantees,and speed up platform construction.Suggestions such as building a diversified participation model and improving self-governance efficiency.The research on the current situation of community grid governance in Y City,the problems found and the measures for governance problems have highlighted the key points and clarified the goals.The vertical extension of the above is conducive to improving the quality and efficiency of the existing community grid governance work,and provides a certain reference for the continuous advancement of the community grid governance work in my country in the future.
