In 2004,the Ministry of Construction of the People’s Republic of China proposed the "Innovative Urban Management Model" to achieve a management concept of refinement,grid,informatization,and humanization.The report of the 20 th National Congress of the Communist Party of China pointed out the need to improve the social governance system,establish a sound social governance system for co construction,co governance,and sharing,and thereby enhance governance efficiency.As the most fundamental unit of a city,communities are the final foothold for the implementation of various government policies,and grid management work can play a role in enhancing the relationship between the government and residents.In this paper,from the perspective of grid personnel in Futian District,the refined management theory and incentive theory are selected as the foundation.Through on-site visits,research interviews,and comprehensive discussions on the basic situation and work practices of grid management in Futian District,combined with research and analysis of various literature and document materials,the concept,connotation,and theoretical basis of grid and grassroots community grid management are analyzed;Current research status at home and abroad;A systematic review has been conducted on the motivation,content,and procedures of the implementation of grid management mode by grassroots governments in China;Analyze the work difficulties faced by community grid workers.Currently,with the rapid growth of urban population,the proportion of floating population in Shenzhen is gradually increasing,and the government’s responsibility has shifted from being a manager to a service provider.The difficulty and complexity of community grid management are increasing,and as the most important executor-grid workers,there have also been some problems and challenges.For example,the standardization level of grid division is not consistent enough,the work content is complex,the rights and responsibilities are unequal,the management system is not sound,the recognition is not high,and there are conflicts between community division of labor and grid responsibility.In recent years,the implementation of grid management has injected new vitality into grassroots governance and promoted the refined development of urban governance.In the process of promoting the modernization of the national social governance system and social governance capabilities,grid management plays a crucial role,as it helps to build a social governance pattern of co governance and sharing.The work difficulties faced by grid members directly affect the effectiveness of grid management and the achievement of national grassroots governance goals.Grid management is constantly advancing in the practice of social governance,but the academic community pays little attention to the work difficulties faced by grid personnel.Instead,it explores relevant policies from the perspective of grid management,analyzes the above problems and reasons,and combines them with the relevant situation in Futian District to propose countermeasures and suggestions to improve the plight of grid personnel.This will make the grid management system more sound,clarify job responsibilities,clarify identity positioning,and increase recognition Enhance residents’ participation,in order to enhance the level of grid comprehensive governance capabilities and accelerate the further development of refined management of grassroots governance.
