Research On The Problems And Countermeasures Of Community Grid Governance In S City

The grass roots are not strong,and the ground shakes and mountains shake.Currently,actively exploring the path of basic governance in China is not only a new requirement for current social governance work,but also a mission of the times to modernize the governance system and governance capabilities.As the main battlefield of grassroots governance,communities are the front line of serving the people and play a crucial role.In order to solve the shortcomings of traditional community management concepts such as outdated,rigid systems,and poor mechanisms,and to comply with the requirements of information and refined governance,community grid governance emerged as the times require.In 2022,the20 th National Congress of the Communist Party of China pointed out that "improving the grassroots governance platform supported by grid management,refined services,and information technology,improving the urban and rural community governance system,and promptly resolving conflicts and disputes at the grassroots level and in the bud." Against this background,innovation and reform of the community grid governance system has become a major issue that China urgently needs to break through.This article takes S City as the research object,and under the guidance of collaborative governance theory and refined management theory,it sorts out core concepts such as community governance,grid governance,and community grid governance.Define and analyze the elements of community grid governance from four aspects: governance concept,governance subjects,governance methods,and governance effectiveness.Through surveys and interviews with some communities in S City,and in combination with the current situation of community grid governance,it is found that community grid governance in S City has achieved significant results in three areas: conflict resolution,party building guidance,and resident information improvement.At the same time,there are serious administrative tendencies,low professional capabilities of grid members,lagging information platform construction,and poor grid governance effects.The main reasons for the above problems are the path dependence of traditional governance concepts,inadequate training of grid personnel,insufficient investment in platform construction,and incomplete coordination mechanisms between sectors.Based on the analysis of the above problems and reasons,the following four countermeasures are proposed for the development of community grid governance in S City: Optimize the concept of "service+digital";Strengthen professional training for grid personnel;Increase investment in platform construction;We will improve the coordination mechanism between sectors,thereby continuously improving the level of community grid governance and helping to open up the "last hundred meters" of grassroots governance.
