Study On The Dilemma Of Grid Governance And Its Gountermeasures From The Perspective Of Holistic Governance Theory

The report of the Party’s 20 th National Congress pointed out that "we should strengthen the political leadership,ideological guidance and social organization of grassroots Party organizations and help grassroots social governance by establishing a new mode of Party building and co-construction,innovating new mechanisms for collaborative and co-governance,and innovating new contents of Party building carriers." As one of the major strategic projects of the whole country’s governance modernization,the new changes in its governance structure,governance model and governance path are related to mobilizing the initiative of multiple subjects,innovating new driving forces for social development,and realizing the reconstruction of the new pattern of grassroots social governance.Grid governance is not only an important part of the national governance system,but also the cornerstone of the rural revitalization strategy.Taking Kezuohouqi of Tongliao City as an example,this paper uses case study method,investigation analysis method and comparative analysis method,combined with the overall governance theory,and makes a beneficial exploration on the grid governance of Tongliao Kezuohouqi town,in order to put forward specific suggestions for the innovation of grassroots social governance.The study found that the grid governance of Kezuo Houqi township in Tongliao City through the construction of "service + governance" mode,with the party building leading the community grid governance,pay attention to give full play to the role of grid workers to effectively improve the grassroots work efficiency,joint mediation work has been effective,grassroots service level has been strengthened,and the satisfaction of the masses has been significantly improved.However,there are some problems in the grid governance of Kezuohou Banner,such as imperfect governance mechanism,unoutstanding governance characteristics,weak participation of multiple subjects,and imperfect authority supervision.The reasons are that the system construction is still to be improved,the village community’s autonomy is insufficient,the traditional management mode is changing slowly,and the platform construction is lagging behind.In view of the above problems,the paper puts forward some countermeasures and ideas,such as constructing the characteristic mode applicable to the local area,strengthening the construction of grass-roots political power to continuously improve its effectiveness,constructing the grid governance foundation of multiple subjects,promoting the grid governance intelligence,and realizing the orderly integration of the rule of etiquette order and the rule of law order.
