Research On The Dilemma And Countermeasures Of Community Grid Governance Of “Three Construction Linkages” In Laoshan District, Qingda

At present,the urban public service system and public supporting facilities are in urgent need of improvement,and the citizens’ requirements for urban fine management are also higher.They all put forward new and higher requirements for grassroots community management.It has carried out practice and innovation nationwide,applied the "linkage of the three construction projects",grid management and cooperation model in community governance,and gradually formed the grid governance of the "linkage of the three construction projects" community.According to the past experience,the grid governance of "three construction linkage" community is conducive to realizing the modernization of community governance.From the perspective of "linkage of the three construction projects",this paper starts with the communities in Laoshan District of Qingdao,and covers various fields such as party building,social governance,urban construction and management,livelihood guarantee and public service,etc.,which is a modern urban governance innovation model with Laoshan characteristics.Based on the field investigation and interview of the grid governance of the "Three construction linkage" community in Laoshan District of Qingdao City,this paper introduces the grid situation and management status of the "three construction linkage" community in Laoshan District of Qingdao City.Then,combined with questionnaires,case analysis and other methods,the problems exposed in the grid governance of the "three construction linkage" community in Laoshan District are summarized.At present,there are still problems such as not following up the management concept in place,scientific evaluation and fair supervision system,and lack of incentive mechanism.The author conducts a comprehensive study on the problem dilemma.Based on the excellent experience of other cities in grid governance of "linkage of three construction projects",in order to improve the grid management of "linkage of three construction projects" in Laoshan District of Qingdao in the future,constructive suggestions such as establishing a diversified governance system,strengthening the team construction of grid members,enhancing residents’ participation,and establishing and perfecting the incentive mechanism are proposed to further improve the grid governance system of Laoshan District of Qingdao.
