Study On The Governance Of Rural Human Settlement Environment In P County

In the report of the 20 th National Congress of the Communist Party of China,it was pointed out that "we should coordinate the layout of rural infrastructure and public services,and build livable,suitable for work,and beautiful rural areas." Improving the living environment in rural areas is a major decision and deployment made by the Party Central Committee from a strategic and overall perspective,which is related to the fundamental well-being and vital interests of farmers,the physical health and life happiness of farmers,the construction of a beautiful China,and the comprehensive revitalization of rural areas.As an important node city in the central region of Shanxi Province,P County is the location of world cultural heritage,the birthplace of Shanxi merchants’ culture,and also a national AAAAA tourist attraction.In recent years,it has been among the top tourist destinations voted by major websites.At present,P County is actively building a comprehensive tourism demonstration zone in response to the national call.In terms of rural construction,P County has fully carried out rural living environment governance work in 2018.In 2021,P County began a new round of governance work to welcome the centenary of the founding of the Communist Party of China.Therefore,P County has accumulated many beneficial experiences and practices,providing theoretical and practical guidance for the normalization and scientificization of rural living environment governance work in the future.On the basis of reviewing the existing literature on rural human settlement environment governance,the paper applies the theory of collaborative governance and takes P County in Shanxi Province as the main research object.Through on-site investigation,questionnaire survey,interviews,and other methods,the current situation of rural human settlement environment governance in P County is described in detail.Based on the current situation,the existing problems are analyzed,and the reasons are analyzed from the main aspects,Propose countermeasures and suggestions suitable for the governance of rural living environment in P County.Specifically,the paper is divided into five parts.Firstly,research and analyze the background and significance of rural living environment governance,sort out representative domestic and foreign literature on related aspects,and determine the innovation of the paper based on previous research.Secondly,based on extensive literature research,define the concepts of rural living environment and collaborative governance theory.At the same time,a questionnaire survey and random interviews were conducted on villagers from three aspects: the basic situation of the respondents,the current situation of rural living environment governance in P County,and collaborative governance.Relevant information was consulted to elaborate on the current situation and effectiveness of rural living environment governance in P County.Third,it is found that the main problems in the process of rural human settlements governance in P County are: the participation of non-governmental governance subjects is not high,the overall planning of rural human settlements governance needs to be strengthened,some administrators have the idea of "performance first",and the governance process is fragmentation.Fourthly,analyze the reasons for the problems in the governance of rural living environment in P County,mainly in the following aspects: insufficient understanding of governance by non-governmental governance entities,imperfect policies for rural living environment governance,the pursuit of short-term benefits by governance personnel,and different interests and demands among governance entities.Fifthly,propose appropriate suggestions and countermeasures for the governance of rural living environment in P County,mainly including: fully mobilizing the participation of non-governmental governance entities,continuously promoting the normalization of rural living environment governance work,clarifying the core principles of rural living environment governance,and constructing a mechanism for balancing interests among collaborative governance entities.
