Study On Rural Human Settlement Environment Management In J Town Of Zhangjiagang City

The 19 th National Congress of the Communist Party of China elevated the rural revitalization strategy to the national development strategy.The general requirements for the implementation of the rural revitalization strategy are "thriving industries,livable ecology,civilized rural customs,effective governance and rich life",which put forward higher requirements for the rural work in the new era.As one of the top 100 towns in China and a national civilized town,J Town of Zhangjiagang City began to comprehensively carry out the work of rural human settlement environment governance in 2017.After several years of exploration,J Town has accumulated some experience and practices in rural human settlement environment governance,which has laid a theoretical and practical foundation for promoting the long-term effect and sustainability of work governance.At the same time,facing the objective reality of "urban-rural integration" and "three advantages and three guarantees",J Town,as an economically developed town in Zhangjiagang City,also has a series of typical problems in the governance of rural human settlement environment.The author selects typical problems in promoting rural human settlement environment governance in J town to study,and tries to provide reference experience and suggestions for rural human settlement environment governance in Zhangjiagang city.From the perspective of public management,this paper adopts the literature research method,and carries out its own research on the basis of consulting a large number of domestic and foreign research results on rural human settlement environment governance.Firstly,the definition of environmental governance and rural human settlement environment is analyzed.Combined with the requirements of rural revitalization,the concept and meaning of rural human settlement environment governance are obtained,which lays a foundation for later research.Then,the questionnaire method was adopted to collect basic materials and data from the local government,administrative villages and other relevant units through the combination of network questionnaire and field visit.Based on the current situation of human settlement environment governance,the existing problems in rural human settlement environment governance in J Town were summarized.Specific performance for the impact of farmers’ lives,infrastructure management is not in place,governance rebound phenomenon;On the basis of the problem study,the reasons for the overall planning of rural human settlement environment governance,the singleness of governance subject,the sinking of executive subject and the long-term governance mechanism are analyzed.Finally,using the scientific theory of human settlement environment,the theory of public goods and the theory of multiple governance,some countermeasures and suggestions are put forward to improve the governance of rural human settlement environment,such as strengthening the overall planning and construction of rural areas,improving the participation of villagers in governance,establishing cooperative governance mechanism,improving the level of government public service,and establishing long-term mechanism.It is hoped that the experience and problems in the governance of rural human settlements can be summarized through this study,so as to build a long-term mechanism for the governance of rural human settlements in line with the characteristics of Zhangjiagang and create a new ecological environment for village beauty and harmony.
