Developing and strengthening the rural collective economy is an important carrier to promote farmers’ income growth and prosperity.As the spokesman of the peasants,the mouthpiece of the Party and the state,and the new force of rural work,village cadres naturally become the most direct and vital commanders,organizers and practitioners in the process of rural revitalization and construction.To develop and strengthen the village collective economy,grass-roots cadres must be counted on during the process of implementation,especially village cadres who shall pioneer therein.In the development of village collective economy,village cadres play an crucial role in leading publicity,organizing services,supervising and management,and coordinating integration.In recent years,in order to stimulate the enthusiasm of village cadres to lead and pitch in during the process of village collective economy development,various local regions governments have introduced a series of unique policies and measures to encourage village cadres to lead and help such development,which has achieved certain results.However,judging from the reality,still there are certain problems and deficiencies remain unsolved,such as lack of material incentives for village cadres to develop the village collective economy,unclear target incentives,mono incentive means for role models,insufficient assessment incentives,and few opportunity incentives,etc.It is essential to improve the mechanism of village cadres leading and assisting in the development of village collective economy during the critical stage of eliminating weak village collective economies,and to lead farmers to increase income and become prosperous.This study selects counties A,B,and C of Shaanxi Province as research objects,and explores the most effective methods and measures to improve the incentive mechanism for village cadres to participate in the development of village collective economy by analyzing their current development status,the effectiveness of incentive measures,existing problems,and underlying reasons.It is expected that this study can provide some help for policy-making and provide experience reference for other regions. |
