Research On The Dilemma And Countermeasures Of The Villagers’ Committee Of N Town In Jilin Province To Promote The Development Of The Village Collective

Currently,the issue of "agriculture,rural areas,and farmers" is still a hot topic in China’s rural economic and social development.In recent years,the No.1 central document of the Central Committee of the Communist Party of China has placed the issue of "agriculture,rural areas and farmers" in the first place,which not only reflects the country’s attention to the issue of "agriculture,rural areas and farmers",but also reflects the important role of developing the rural collective economy.At present,there is a situation where the management committee have three brands and one team of people at the village level,resulting in a lack of clear distinction between the village party branch,village committee,and rural collective economic organization,and confusion of rights and responsibilities.Most village committees exercise the functions of village collective economic organizations on their behalf.Summarizing the reasons,and proposing feasible paths are effective ways to develop rural collective economy and solve China’s "three rural" problems.In order to clarify the difficulties and pain points in the development of rural collective economy,and to study and solve the various obstacles encountered by village committees in the development of rural collective economy,this article takes the performance of N Town Village Committee in the development of rural collective economy in Jilin Province as the research object by referring to domestic and foreign research results and inspecting actual projects.By analyzing and summarizing the development situation of rural collective economy in some villages of N Town,Summarize the role played by the village committee.At the same time,it clarified the problems faced by the village committee in the process of developing the village collective economy,such as the lack of financial resources at the village level,the backwardness of village cadres’ thinking,the difficulty in using village collective funds,the insufficient ability of village cadres to affect the development of the limitations of village collectives in various resources,and the imperfect laws that make it difficult for village collectives to cooperate with social capital.The reasons were analyzed in depth,and a problem oriented approach was taken as the starting point,Measures have been proposed to reasonably solve the problem of village level debt,improve the evaluation and incentive mechanism,strengthen internal party supervision,improve legal systems,increase farmers’ willingness to participate,and seize opportunities to promote industrial adjustment.These measures provide some solutions for village committees in difficult situations in the development of rural collective economy,and also hope to be helpful for the development of rural collective economy in other similar areas.This paper mainly includes the following four parts: The first part contains an introduction and a review of the core concepts and theoretical foundations.It mainly introduces the background and significance of the collective economy of the research village,the current status of research at home and abroad,as well as the research content and purpose,and expounds the research methods,innovation points and shortcomings.The second part is to analyze the current situation of developing rural collective economy in N town in Jilin Province.The basic situation of town N is summarized from the basic situation of town N,the income and expenditure of the village collective economy,and the source of income of the village collective economy,and the analysis is made according to the current situation of the rural collective economy in town N.The third part is to analyze the difficulties encountered by villagers’ committees in promoting the development of rural collective economy and their causes.This paper analyzes in detail the difficulties encountered by some town cadres,village cadres and villagers in the actual development of the village collective economy,combines the materials consulted,sorts out,analyzes and summarizes,and summarizes the reasons for their formation from many aspects.The fourth part is to propose countermeasures and summarize the causes of the current predicament and the further development of the village collective economy.On the basis of understanding the current situation and difficulties faced by villagers’ committees in developing the development of rural collective economy,combined with the various factors arising from actual problems,they put forward targeted countermeasures from various aspects,and finally summarized the full text to provide a helping hand for promoting the development of rural collective economy.
