| Since the 21st century,education burden reduction has been one of the major educational policies that the education departments at all levels of the country continue to emphasize after the administration of exam-oriented education,and also one of the hot,focus and difficult issues that the country and the whole society continue to pay attention to and discuss.In response to this problem,the national,provincial and municipal levels have successively issued targeted policies,regulations,opinions and measures,focusing on solving the problems encountered in education burden reduction,hoping to reduce,alleviate and even solve the students’ academic burden.In 2021,the state also issued the most stringent "double reduction" policy in history,but from the actual situation in recent years,the government’s painstaking implementation of the policy did not achieve the expected effect,and even appeared the phenomenon of "reducing the burden more and more".This paper selects junior high school students in Lanzhou City,Gansu Province as the research object,analyzes the achievements and outstanding contradictions and problems in the implementation of the burden reduction policy under the current "double reduction" background by combing the national,provincial and municipal burden reduction policies under the "double reduction" background and combining the theoretical basis of policy implementation in public management.Through sorting out and analyzing the problems and influencing factors in the implementation of the burden reduction policy for junior high school students in Lanzhou under the background of "double reduction",and putting forward suggestions and suggestions for the problems.This article adopts research methods such as literature review,questionnaire survey,and interview.Based on the basic theory of public management policy implementation,it analyzes the academic burden of middle school students in Lanzhou City,as well as the burden reduction policies and policy implementation of middle school students under the background of "double reduction".By studying,analyzing,and comparing the problems in the implementation of load reduction policies for junior high school students in different countries or regions before and after the implementation of the "double reduction" policy,it is found that in the current context of "double reduction",there are methods and methods for implementing load reduction policies that are mainly applicable to Lanzhou City and generally applicable to other provinces and cities.By conducting a questionnaire survey on junior high school students in different counties(districts)of Lanzhou City,the results of the questionnaire survey were used to grasp the basic situation of the current implementation of burden reduction policies for junior high school students in Lanzhou City.After sorting and analyzing,it was found that there are specific problems in the implementation of burden reduction policies in Lanzhou City,such as insufficient protection,resistance,and immature environment.Through conversations and discussions with some high school principals,teachers,educational administrators,students,and parents,we aim to delve deeper into the essence of the problems that exist in the implementation of burden reduction policies,in order to enhance the depth of our research.After summarizing the problems and reasons in the implementation of burden reduction policies for junior high school students in Lanzhou City under the background of "double reduction",and drawing on successful experiences and relevant cases at home and abroad,combined with the actual situation of junior high school students in Lanzhou City,targeted countermeasures and suggestions are proposed from optimizing policies,improving supervision,increasing target group participation,and creating a policy implementation environment. |
