| In order to solve the problem of "three and a half" after class in primary and secondary schools for alleviating the social pressure caused by the rapid growth of education expenditure and excessive competition and further promoting the realization of the objectives of quality education and educational equity,the State Council,the Ministry of education,and the Department of education of Hunan Province have successively issued a series of polic ies on education.According to relevant arrangements,Changsha has promoted after-school services in primary and secondary schools since 2019.In July 2021,the "double reduction" policy was issued,and Changsha comprehensively carried out after-school services in primary and secondary schools in the city.At present,the after-school service of public primary schools in Changsha has achieved 100% coverage and achieved remarkable results,but there are still many deviations in the process of policy implementation:(1)symbolic implementation,there is no substantive content of after-school service,which means "Persuading" students and parents;(2)Selective execution,choose the part beneficial to the development of the school;(3)Alternative implementation,some schools "secretly change concepts",make up classes collectively in disguise,or let training institutions enter the campus;(4)Mechanical implementation,some schools copy the ready-made model,resulting in "acclimatization";(5)Additional implementation,some schools blindly pursue government honor,and carry out community activities in non-after-school service time.From the perspective of public policy implementation,using the methods of literature research,questionnaire and interview,and based on the game model,this paper analyzes the causes of implementation deviation,and puts forward corrective countermeasures:(1)the government should formulate scientific,reasonable and specific policy content.(2)improving the cognition of the game subject to the policy.(3)improving the education policy guarantee system.(4)creating a social contractual relationship between the government and schools.(5)creating a good policy implementation environment.This study has positive significance for Changsha to further improve the after-school service policy of public primary schools,improve the public satisfaction of policy implementation,and promote the development of quality education. |
