| The overburden of students in the field of compulsory education is the focus of continuous attention of the whole society.Over the years,the state and local governments have introduced a number of "education burden reduction" policies to reduce the burden of students,but there are some deviations in the implementation of the policy,resulting in the problem of excessive burden of students has not been fundamentally solved.The excessive burden on students not only affects the physical and mental development of students,but also becomes a stumbling block to promote the development of quality education.This paper takes the implementation of the burden reduction policy in Shijiazhuang City as the research object,explores the implementation of the burden reduction policy,analyzes the deviation of the implementation and its causes according to the analysis framework based on the Massa model,and puts forward suggestions to improve the implementation effect of the burden reduction policy.Besides the introduction and conclusion,the thesis is divided into five parts.The first part,core concept and basic theory.This paper defines the three core concepts of educational burden reduction,stakeholders and policy implementation deviation,and introduces the Massa model.On this basis,a comprehensive analysis framework of policy implementation of "educational burden reduction" is constructed.The second part,Shijiazhuang City burden reduction policy analysis and implementation investigation.First of all,this paper sorts out the educational burden reduction policies over the years and interpreates the current burden reduction policies in Shijiazhuang City.Through Nvivo12 software,this paper makes a qualitative analysis of the policy contents and clarifies the content and objectives of burden reduction.Secondly,questionnaire survey and interview are used to investigate the implementation of load reduction in Shijiazhuang City to understand the situation of load reduction after the implementation of the policy.The third part,Shijiazhuang primary school students to reduce the burden of policy implementation of the deviation.According to the investigation,the deviation of the implementation of the burden reduction policy in Shijiazhuang is shown in the following aspects: First,the implementation of the burden reduction policy does not reach the expected goals,which is manifested in the failure of some burden reduction indicators of the school and the elimination of off-campus illegal training behaviors.Second,the implementation of the burden reduction policy deviates from the policy goal,which shows that some students’ burden increases instead of decreasing,and some families’ economic and energy burden increases instead of decreasing.The fourth part,Shijiazhuang primary school students to reduce the burden of the implementation of the deviation of the reasons.According to the comprehensive analysis framework of the policy implementation of "Reducing the burden of education",the causes of the deviation are analyzed from three aspects: the policy itself,the policy implementation and the policy environment.First,the burden reduction policy itself has defects,which are reflected in the vague expression of some policy objectives and measures,and insufficient policy financial and human resources.Second,the government’s implementation and supervision capacity is insufficient,which is reflected in the lack of comprehensive capacity of some executive personnel and the unsound government supervision mechanism.Third,there is a lack of favorable environment for policy implementation,which is reflected in the resistance of stakeholders to policy implementation and the incompatibility of the current educational evaluation mechanism and social employment system.The fifth part,to promote the implementation of the policy of reducing the burden of primary school students in Shijiazhuang.In order to improve the implementation effect of the policy and achieve the policy objectives,the following suggestions are put forward: First,to optimize the policy of reducing the burden to improve the implementation effect of the school,the specific approach is to clarify the policy objectives and implementation standards,and ensure the supply of financial and human resources.The second is to strengthen the execution and supervision of the government to standardize the off-campus training behavior,the specific approach is to carry out the execution personnel training,improve the supervision mechanism.The third is to create an implementation environment conducive to the achievement of the goal of reducing the burden.The specific approach is to win the support of stakeholders and reform the examination evaluation system to adapt to the goal of reducing the burden. |
