| Lightening students’ academic burden has always been a key issue that the society focuses on.In order to lighten students’ academic burden effectively and create the pleasant ecology of education,the General Office of the Central Committee and the General Office of the State Council promulgated the《Opinions on Further Lightening the Homework burden and the Off-campus Training Burden for Students in the Stage of Compulsory 》,(“Double Reduction” Policy for short).After the introduction of “Double Reduction” Policy,Horinger County of Inner Mongolia Autonomous Region deployed the tasks actively and implemented the policy carefully,however,a questionnaire on academic burden among the students from three different middle schools of Horinger found that the students’ burden has not been improved significantly.So it is very urgent to research the implementation of“Double Reduction” Policy in Horinger.Taking the implementation of “Double Reduction” Policy in Horinger as research subject,taking the gaming theory and the all-round development of human beings theory as theoretical foundations,taking the Smith Model of policy implementation as analytical framework,this thesis used the method of document analysis,the method of questionnaire and the method of interview to analysis the implementation of the policy from four factors: the policy factor,the factor of executive agencies,the factor of target groups and the environment.Aiming to understand the current situation of policy implementation in Horinger,find out the problems during the process of implementing policy,analysis the influencing factors and put forward the practical measures or suggestions.It is hoped that this can provide realistic directions for the successful implementation of “Double Reduction” Policy in Horinger and provide references for the areas with the same problems.Based on the research,here are the current achievements of policy implementation in Horinger: the local “Double Reduction” policy system is being continuously built,the “Double Reduction” work is being promoted by executive subjects,the students’ academic burden has been lightened a bit,the environment for policy implementation is being improved continuously.The problems are: policy objective deviated in the process of implementation,executive agencies are lack of policy enforcement,students’ achievement is increasingly polarizing,execution environment influences policy implementation.The influencing factors are: the local policy system is unsound,the benefit game and cognitive bias exist among the executive agencies,individual students vary greatly,the support of policy implementation environment is insufficient.On the basis of analysis and investigation,the thesis put forward the valuable suggestions: build “double reduction” policy system and enhance its operability,improve the individual qualities of executive subjects and improve their executive force,balance students’ cognitive bias and narrow the gap between them gradually,create a favorable environment to promote the smooth implementation of “Double Reduction Policy”. |
