With the rapid economic and social development,the impact of enterprises on society is increasing.Incidents of ecological destruction,environmental pollution,food safety violations,and production safety accident occurred frequently,and problems of corporate social responsibility gradually emerged.State-owned enterprises are the product of socialist public ownership and at the same time,under the socialist market economy system with Chinese characteristics,state-owned enterprises are also the leading of China’s national economy.Therefore,state-owned enterprises must not only maintain and increase the value of state-owned assets but also assume a certain level of political and social responsibility.The fulfillment of social responsibility by state-owned enterprises is related to the stability of society and the development of the economy,and state-owned enterprises must proactively fulfill their social responsibilities in accordance with the government’s value orientation of pursuing the “public interest.” However,as the nature of enterprises lies in the pursuit of profit maximization,there is a lack of intrinsic motivation for enterprises to consciously and actively engage in social responsibility,necessitating the government to consciously provide external guidance and promote the fulfillment of social responsibility by state-owned enterprises.Although the government has played a positive role in promoting state-owned enterprises to fulfill their social responsibilities,there is still a gap between reality and expectations.Based on the meta-governance theory and stakeholder theory,this paper summarizes the role of government into three aspects: regulation,guidance,and supervision.This paper also defines the different roles of government in fulfilling the social responsibility of state-owned enterprises based on the definition of relevant theories and concepts and clarifies the relationship between the role of government and corporate social responsibility.Furthermore,taking J Group,a provincial enterprise in Gansu Province,as an example,this paper analyses the role and current issues of the government in the fulfillment of social responsibility by provincial enterprises in Gansu Province,and provides suggestions in three aspects of regulation,guidance and supervision respectively to promote the government to play a better role in the fulfillment of social responsibility by provincial enterprises in Gansu Province,so as to better promote the fulfillment of social responsibility by provincial enterprises in Gansu Province.
