| In the current era of rapid economic development,the issue of enterprises fulfilling their social responsibilities is receiving increasing attention.State owned enterprises are extremely important market entities in China,and one of their important basic obligations is to actively fulfill corporate social responsibility.The quality of various enterprises fulfilling their social responsibilities is directly related to the healthy development of the economy and the harmony and stability of society.Ensuring the orderly operation of the society is one of the basic functions of the government.As the actual controller of public power and the determiner of resource allocation,the government needs to take the initiative to play its role in making up for market failure to meet the public interest to the greatest extent.Due to the public welfare nature of corporate social responsibility,relying solely on the market cannot correctly guide its positive development.As an important regulatory object of government agencies,stateowned enterprises will to some extent replace government departments in assuming more social responsibilities;In this process,the government will also provide certain guidance and incentives to state-owned enterprises through administrative means,promoting them to actively fulfill their social responsibilities.The government plays an important role in the process of fulfilling the social responsibility of state-owned enterprises.This article focuses on the role of the government in fulfilling the social responsibility of state-owned enterprises.By explaining the core concepts and theoretical basis,and using research methods such as literature analysis and case analysis,the study focuses on the behavior of China Construction Bank Gansu Branch,examining the role of the government in fulfilling the social responsibility of Gansu Construction Bank from the perspectives of government regulation,guidance,and supervision;Based on the Smith policy execution model,this paper comprehensively analyzes the achievements and prominent problems of China Construction Bank Gansu Branch in fulfilling social responsibility from four dimensions: idealized policy formulation,government execution agencies,target groups,and social environment.It proposes the viewpoint of how the government should fully play its role in fulfilling corporate social responsibility.This article analyzes the performance of corporate social responsibility from the perspective of government functions,systematically studies the scientific and necessary role of the government in the performance of social responsibility in state-owned enterprises,and references the experience of foreign governments in playing their roles.The ultimate goal is to promote the efficient performance of government functions in China.As a new attempt to study the role of government functions in corporate social responsibility management,the research in this paper has certain theoretical value and practical significance,and can provide certain countermeasures and suggestions in the process of promoting corporate social responsibility by the government. |
