| The state-owned economy is the pillar of national economy of China and plays a leading role in the national economy.They exert an important effect in developing and strengthening the national economy.As the main carrier of the state-owned economy,state-owned enterprises are large in scale,important in status,prominent in role and strong in influence,most of which belong to important industries and key fields related to national security and the lifeblood of the national economy.They are important forces to promote national modernization and protect the common interests of the people.Compared with other enterprises,state-owned enterprises naturally pay more attention to the public interest and undertake social responsibilities more actively,which is attributed to their nature of ownership by the whole people.On the one hand,state-owned enterprises play a basic role in important industries and key areas that are closely related to the national economy,the livelihood of the people and the lifeblood of the national economy.Therefore they are highly valued and watched by all sectors of society because of their close relationship with the social economy,the ecological environment and life of people.On the other hand,state-owned enterprises have important functions in strategic security,industry guidance,opening-up,public services,etc.,and can better serve the major strategies of China and the development of economy and society.Since the outbreak of New Coronary Pneumonia in 2020,in particular,state-owned enterprises all over the country have made every effort to stabilize the production,operation,investment and the market.They have gone all out to fight the epidemic,help small and medium-sized enterprises to resolve difficulties,actively respond to major disasters and accidents,and fully safeguard major activities.As a result,they play a pivotal role in promoting high-quality economic development of China.The new era calls for state-owned enterprises to better undertake social responsibility and create greater social value.In order to enable state-owned enterprises to actively undertake their social responsibilities,China has issued a number of policies and regulations,which provide legal and policy basis for state-owned enterprises to undertake their social responsibilities.However,there is still a certain gap between the actual effect and the expectation.At present,most of the research on social responsibility in China is focused on the market competition and governance mechanism of enterprises,such as enterprise capacity,economic benefits,scale expansion,market prospects,and corporate restructuring.However,research has been rarely reported from the view of the government and on the effect of the government on the state-owned enterprises undertaking the social responsibility and its mechanism.Therefore,from the perspective of state-owned enterprises,the author studies the role of government in the process of helping the enterprise undertake social responsibility.According to the characteristics of state-owned enterprises,the author simply defines the connotation of state-owned enterprises undertaking responsibilities,clarifies the role of political guidance,promoting governance,organization and coordination of the government towards state-owned enterprises,and points out the role of the government in helping enterprises undertake social responsibilities.Taking M company as an example,according to its actual situation,this paper makes a specific discussion on the role of policy guidance,public service and supervision of the government in the process of M company undertaking social responsibilities.Based on the relevant data and examples that have been collected and summarized,this paper in-depth discusses the government’s achievements in promoting M company undertaking social responsibilities,i.e.performing its scientific research duties through innovation and development,creating multiple values through development,realizing employee’s values through sharing development,achieving environmental benefits through green development,and contributing the society through coordinated development.The shortcomings of the government’s role in helping M company undertaking social responsibilities are summarized as follows: incomprehensive policy guidance,inadequate public services and incomplete supervision mechanism.On this basis,the reasons for the above problems are analyzed in three aspects.Finally,targeted countermeasures and suggestions are put forward: providing high-quality policy guidance,improving the government’s public service capacity,and strengthening the supervision and evaluation to state-owned enterprises undertaking social responsibilities.This paper gives valuable experience and guidance for the government to enhance the understanding,strengthen the supervision and security function,increase the performance ability,and improve the practice ability in helping state-owned enterprises undertaking their social responsibility in China. |
