The Party Organization’s Participation In The Governance Of State-owned Enterprises And Corporate Social Responsibility

Corporate social responsibility can promote the sustainable development of enterprises and social harmony.In recent years,all sectors of society generally require listed companies to perform their social responsibilities and do a good job in information disclosure.The Communist Party of China leads the people across the country to promote socialist modernization and advocates coordinated development of economy,society,and environment.The Central Committee of the Communist Party of China always requires state-owned enterprises to uphold the leadership of the party and strengthen party building.State-owned enterprise party organizations are an organic part of the governance structure of state-owned enterprises.State-owned enterprise party organizations play a leading role in enterprises and have the power to lead ideological and political work and discuss major decisions.The Communist Party of China requires the primary organizations of state-owned enterprises to implement the party’s line,principles,and policies in order to finally realize the party’s goals.The Central Committee of the Communist Party of China clearly requires state-owned enterprises to perform corporate social responsibilities.The party organization of a state-owned enterprise may appoint a deputy secretary in charge of party building.State-owned enterprise party organizations play a leading role in corporate governance,and what role they play in promoting corporate social responsibility performance and social responsibility information disclosure are the main issues studied in this article.This article combines existing literature and theories to put forward research hypotheses.According to the relevant data of A-share non-financial state-owned enterprises from 2015 to2018,this article explores the impact of state-owned enterprise party organizations’ participation in governance on corporate social responsibility.The study found that as stateowned enterprise party organizations implement decisions made by higher-level party organizations on the one hand,and shape corporate culture that contributes to society on the other hand,state-owned enterprise party organizations’ participation in governance can promote corporate social responsibility performance.The corporate social responsibility performance takes charitable donations as an example.Since the party organizations of state-owned enterprises give corporate managers more ideas and motivation for social responsibility information disclosure,the party organizations of state-owned enterprises can also promote corporate social responsibility information disclosure.These research results can pass the robustness test and endogeneity test.In companies with strong profitability,the participation of party organizations in governance has a stronger role in promoting charitable donations;in companies with weak profitability,the participation of party organizations in governance has a stronger role in promoting social responsibility information disclosure;in local subordinates,the participation of party organizations in governance plays a stronger role in promoting charitable donations and social responsibility information disclosure.The deputy secretary and director of the party committee is in charge of party building.Therefore,the deputy secretary and director of the party committee is an important figure in the party organization’s participation in the governance process.The political background of the director and deputy secretary of the party organization and the title of political engineer are not conducive to the party organization’s role in corporate social responsibility information disclosure.The research results of this paper make the research of party organizations participating in the governance of state-owned enterprises more comprehensive and enriched,and help state-owned enterprises play the leading role of party organizations,fulfill their social responsibilities,improve social responsibility information disclosure,and contribute to the sustainable development of society.
