| The report of the 19 th National Congress of the Communist Party of China proposed that the strategy of rural revitalization requires effective grassroots governance.The "three governance" model of "rule of law as the foundation,rule of virtue as the foundation,and autonomy as the foundation" first proposed by Tongxiang City,Zhejiang Province in 2013 has gradually formed a "Tongxiang experience" that can be learned,referenced,and promoted.Since the report of the19 th National Congress of the Communist Party of China proposed "strengthening rural grassroots work,improving the rural governance system that combines autonomy,rule of law,and moral governance","three governance" has become the focus of grassroots governance exploration.At present,although the "three governance integration" model of grassroots governance has achieved initial results,there are still many obstacles and difficulties in the implementation process.Finding the "focus" that restricts the effective integration of the "three" and achieving their effective integration is an important way to achieve the modernization of grassroots social governance in China in the new era.Therefore,it is of great significance to study the difficulties and countermeasures faced in the integration of autonomy,rule of law,and rule of virtue in practice,in order to maximize the synergy of the three,establish a collaborative governance model,and ultimately achieve the goal of good governance in grassroots social governance.This paper selects Kongtong District,Pingliang City,which is carrying out the practice of integrated "three governance" integration,as the research object,analyzes the limitations of the implementation of the "three governance" integration model,and formulates the optimization path with the help of holistic governance,multi center governance and other theories to gradually improve the grass-roots governance model and improve the level of grass-roots governance.Firstly,this article elaborates on the research background and significance,summarizes the research achievements of domestic and foreign scholars,and analyzes the research methods and content.Secondly,the paper elaborates on the concepts and theories,focusing on analyzing the connotations of autonomy,rule of law,rule of virtue,and the relationship between the three models.It deeply reveals the typical characteristics of the "three governance integration" model,and discusses the theories represented by polycentric governance and holistic governance.Then,the paper elaborates on the current situation of promoting grassroots social governance in Kongtong District,Pingliang City,relying on the "three governance integration" model.It analyzes the current situation from three dimensions: grassroots autonomy,grassroots rule of law,and grassroots moral governance,and uses empirical analysis,on-site interviews,and questionnaire surveys to explore the problems.The main problems in grassroots social governance in Kongtong District,Pingliang City are the poor integration effect of the "three governance integration" The standardized system of "three governance integration" is not sound,the main body of "three governance integration" is clearly absent,and the legal education of "three governance integration" is not in place,and the reasons are identified based on the problems.Finally,suggestions are proposed from four perspectives: clarifying the boundaries of subject rights and responsibilities,cultivating the concept of collaborative cooperation,strengthening the governance ability of grassroots personnel,and improving the legal quality of the masses.It is hoped that these suggestions will be helpful for the development of grassroots social governance in China. |
