Governance and good governance are important topics in political studies.Since the 19th National Congress of the Communist Party of China put forward the“combination of autonomy,rule of law,and rule of morality",integration of three governances at the urban grassroots society has become an important way to promote the modernization of national governance and build a community of social governance.At present,national governance and social governance are facing unbalanced development of urban communities.Public rental housing communities that are in disadvantaged areas on the edge of the city and lack governance resources have not received enough attention from political studies.Therefore,from the perspective of good governance,this study takes the three-governances integration governance of public rental housing communities as the research object,and uses Wuhan Q community,Chongqing M community and Shenzhen L community as analysis samples to describe three typical public rental housing communities.Based on the practice of Integration of three governances,discover the challenges faced by the Integration of three governances of the public rental housing community,construct an analytical framework for the governance of the three governance integration of public rental housing communities from the perspective of good governance,and construct the relationship structure of governance integration governance of the public rental housing community from the perspective of good governance Integrate with the three governances to realize the optimization of the mechanism of good governance in the public rental housing community.Examining the practice of three-governance integration governance in three public rental housing communities,this study found that the overall governance model formed on the basis of the main residents of public rental housing community development and construction and allocation of rent access has profoundly affected the community governance entities and governance norms.These conditions further affect the three-governance integration governance model adopted by the public rental housing community and the effects of various models.The three-governance integration practice of public rental housing community faces the challenges of lack of initiative of governance subjects,limited integration of governance methods,and insufficient cohesion of governance norms due to the characteristics of weak property rights connection,strong heterogeneity and strong administrative nature of public rental housing communities.In order to theoretically respond to the challenges faced by the three-governance integration governance of public rental housing communities,this study defines good governance in public rental housing communities as achieving the harmony of political order in public rental housing communities through the integration of three governance.The improvement direction of good governance in public rental housing communities is from "livable" to "secure",that is,to achieve low-cost and high-stability good governance by reducing governance costs or improving governance stability.The research on good governance of public rental housing communities should be rooted in the new theoretical paradigm of "strong country-strong society",combining state-society interactionism and party-centrism.The current theoretical research provides three good governance paths for the governance of the three governance integrations:the structural integration theory represented by the "combo box" theory,the functional synergy theory represented by the structural analysis of the "box governance",and the three-dimensional "index" model.Representation of system cohesion theory.Expanding the existing theoretical analysis model can form a structured theory that can accommodate structural integration theory,functional synergy theory and system cohesion theory,and provide an analysis framework for the integrated governance of the three governances to achieve good governance in public rental housing communities.From the perspective of good governance,the relationship structure of the three-governance integrated governance of the public rental housing community is manifested in the governance of the party organization,government,neighborhood committees,residents,property management companies,and operating institutions.In terms of governance,autonomy,rule of law and rule of morality are integrated.Among them,autonomy is the foundation of the rule of law and the rule of virtue,the rule of law is the guarantee of autonomy and the rule of virtue,and the rule of virtue is the forerunner of autonomy and the rule of law.In terms of norms,formal norms are the basis of"meta-governance" and informal norms are constraints of "soft law",and the two complement each other.In view of the challenges faced by the three governance integration governance of public rental housing communities,the integration of three governances to achieve good governance requires optimizing incentive mechanisms to mobilize the enthusiasm of governance entities;optimizing democratic decision-making procedures and linkage execution mechanisms to ensure the consistency and stability of the governance action process;optimizing the three governance functions and deepening The integration of governance methods improves governance efficiency;optimizes governance norms,expands the cohesion of governance norms,and maintains governance order.From the perspective of good governance,the integrated governance of the three governances in the public rental housing community is a theoretical and practical response to the challenges faced by the governance integration of the three governances in the public rental housing community.Whether it is the practice of the three-governance integrated governance of the three public rental housing communities of Q,M,and L,or the relationship structure of the three-governance integrated governance of the public rental housing community from the perspective of good governance,they all show the characteristics of pluralism and unity.Good governance puts forward the inherent requirements for the modernization and transformation of governance methods for the integrated governance of the three governances in the community,including the transformation of autonomy from "ownership for the people" to "resident autonomy",the transformation of rule of law from"social control" to "regular governance",and the transformation of rule of virtue from "ethics and customs"."Government by public morality" is transformed into "governance by public morality".The benign interaction of "strong country-strong society" under the leadership of the party is the only way for good governance in resource-poor communities..
