Research On The Optimization Path Of Rural Governance In L Village Of Chifeng City From The Perspective Of "Integration Of Three Governances"

China has entered a new era of socialist modernization,and a new chapter in the work of "agriculture,rural areas and farmers" has also begun.The 19 th National Congress of the Communist Party of China made a major decision and deployment on the work of "agriculture,rural areas and farmers",put forward the strategy of rural revitalization,and put forward the general requirements of "prosperous industry,livable ecology,civilized rural customs,effective governance,and prosperous life".Rural revitalization,effective governance is the foundation,the foundation of social governance is at the grassroots level,and the weak links are in the countryside.In this regard,the "rural governance system combining autonomy,rule of law,and rule of morality" proposed in rural revitalization has pointed out the direction for the construction and development of the rural governance system in the new era.However,the construction of a "three governance integration" rural governance system at the rural grass-roots level is in the pilot stage.Due to economic,regional,cultural and customs factors,the rural environment is complex and different.To establish a governance model that is applicable to all rural areas in the country,there are still many new problems and challenges.Therefore,how to build and improve the "three governance integration" rural governance model adapted to village conditions and achieve effective governance has become the primary task and difficult problem.This thesis takes L Village in Chifeng City as an example to study,summarizes the achievements and existing problems in the practice of "three governance" integration of rural governance,and then deeply analyzes the reasons for the problems in the implementation process,and puts forward some suggestions.Targeted and feasible solutions,and explore ways to improve the rural governance capacity of "integration of three governance".The thesis is divided into six chapters.The first chapter is the introduction,which mainly expounds the research background and significance of the "three governance integration" rural governance system,and sorts out the research status at home and abroad by reading literature;The second chapter mainly describes the relevant theoretical basis and according to the practice of Zhejiang advanced experience and the field investigation of L village to build the "three governance" integrated governance system framework of L village;The third chapter mainly describes the basic situation of L village and the implementation of "three governance integration";The fourth chapter points out the problems existing in the current rural governance of L village.The main problems are the weakening of the ability of the governance subject,the optimization of the governance mode,and the difficulty of giving full play to the effectiveness of the governance carrier;The fifth chapter mainly analyzes the reasons for the above problems,such as the concept of overall governance has not been established,the potential of multi governance of governance subjects has not been released,the lack of integration of governance methods and the poor operation of the working mechanism of governance carrier,etc;The sixth chapter proposes solutions according to the causes,sets up the overall governance concept,scientifically positions the main role of governance,strengthens the support of rural talents,speeds up the construction of rural rule of law and moral rule,deepens the integration and improves the working mechanism,and gives full play to the efficiency of governance carrier.
