Research On The Integration Of The Three Governances In Rural Governance In Naiman Banner,Tongliao City

The report of the 20 th National Congress of the Communist Party of China in 2022 proposed to improve the social governance system,improve the social governance system of co-construction,co-governance and sharing,and improve the efficiency of social governance.and development point out the direction.Improving the rural governance system of the "three-governance integration" of autonomy,rule of law,and rule of virtue plays an important role in innovating grassroots social governance methods,realizing the modernization of grassroots social governance systems and capabilities,and realizing rural revitalization.Of course,the activation of autonomy,the integration of the rule of law and the rule of virtue in the field of rural grassroots social governance is not deep enough,and even autonomy,the rule of law and the rule of virtue run side by side,and a large number of fragmented states still exist.This paper selects the rural society of Naiman Banner in Tongliao City as the research object of the "integration of three governances" in rural governance,takes Xi Jinping’s social governance thought and holistic governance theory as the theoretical basis,and uses questionnaire surveys and in-depth interviews and other field investigation methods to investigate Tongliao City.On the basis of the elaboration of the practice and effectiveness of the "integration of three governances" in the rural governance of Naiman Banner,the problems and causes of the "integration of three governances" in the rural social governance of Naiman Banner in Tongliao City are analyzed,and corresponding countermeasures are put forward.First of all,using the questionnaire survey method,interview method and relying on the relevant information on the official website,mainly from the three dimensions of "the elements of the rule of law and the rule of morality in self-government","the elements of autonomy and the rule of morality in the rule of law",and "the elements of autonomy and the rule of law in the rule of virtue".,six levels,namely the elements of the rule of law in the promotion of rural self-government,the elements of the rule of virtue in the rural self-government,the elements of self-government in the construction of the rule of law in the countryside,the elements of the rule of morality in the construction of the rule of law in the countryside,the elements of autonomy in the construction of the rule of virtue in the countryside,and the elements of rural morality.Based on the elements of the rule of law in the construction of governance,the status quo of the "three-governance integration" in the rural governance of Naiman Banner in Tongliao City is sorted out,that is,the results achieved.Through combing,it is found that the current "integration of three governances" in the rural governance of Naiman Banner,Tongliao City has achieved certain results,but there are still insufficient support for the rule of law and the rule of morality in the construction of self-government,the lack of elements of autonomy and the rule of morality in the construction of the rule of law,and the lack of morality.In the end,many problems such as the lack of safeguards for the rule of law and self-government in governance construction failed to form an effective and practical "three-governance integration" rural governance method and system,which in turn became an obstacle to the modernization of rural governance capabilities and governance systems.Of course,there are many reasons for these problems,not only at the level of ideas,but also at the level of governance subjects,governance carriers,and governance mechanisms.This paper argues that the lagging concept of "integration of three governances",insufficient thrust of the main body,imperfect governance carrier and mechanism are the main reasons for many problems in the current rural governance of "integration of three governances" in Naiman Banner,Tongliao City.In response to the above reasons,this paper puts forward corresponding countermeasures from four aspects:changing cognition,linking the main body,improving the carrier,and improving the mechanism.That is to cultivate the governance concept with "integration" as the key,and create a governance atmosphere of "integration of three governances";establish the concept of collaborative governance to form a governance pattern of "integration of three governances";lead the "integration of three governances" by party building,and build "one core and multiple elements" Governance system;strengthen the support of talents and consolidate the foundation of rural self-government;enhance the deep integration of the main body to form collaborative governance;improve the "three-governance integration" coordination mechanism to ensure that the three form a joint force;improve governance tools to enhance the governance efficiency of "three-governance integration";Innovate the effective carrier of "three governance integration";improve the effectiveness of the "three governance governance" carrier,in order to improve the rural governance method and system of "three governance integration" in Naiman Banner,Tongliao City,and further promote rural social governance in Naiman Banner,Tongliao City The level of modernization provides some feasible references for good rural governance and rural modernization.
