Window service is an important part of providing social public service,it is closely related to people’s lives,involving the vital interests of the broad masses of the people,its political and social functions have become increasingly prominent.Government department window personnel play an important role in the work,Their taking charge,as an important source of spiritual strength in work,has been imperceptibly transformed into an external style,And also become an important part of the external display of the government image.At present,the research on the responsibility of cadres has taken shape,At present,the research on the taking charge of cadres has been large-scale,but the research on the window personnel needs to be further explored,This study uses the interview method and qualitative exploration to explore the typical behaviors of government window staff,in order to provide efficient public services in the construction of service-oriented government,promoting effective national governance.This paper conducts qualitative interviews on the typical performance and influencing factors of government service window personnel in their work.This paper conducted interviews and surveys in representative window units in P District,obtained interview and survey data of government service window personnel who are responsible for their work,and analyzed the quality of interview and survey data based on grounded theory.First,it is based on the preliminary analysis of word cloud and word frequency,then it carries out open coding,spindle coding,selective coding and main category connotation interpretation,and finally generates relational logical model,theoretical saturation test and model element analysis.The study found that the factors affecting the role of government service window staff can be divided into internal driving factors and external influencing factors.Among them,the internal driving factors include self-interest and value feedback,which are the internal factors that trigger the generation of action from the behavior subject.The external influencing factors include leadership embeddedness,mass embeddedness and working atmosphere,which are the factors that affect the behavior of the individual in the external situation.Based on the above research conclusions,this paper puts forward countermeasures and suggestions to improve the role of government service window personnel in their work,including stimulating the ideal and belief of being brave to act,strengthening the incentive mechanism of acting,giving play to the exemplary role of leading cadres,establishing and improving the communication mechanism with the masses,and creating a division that encourages acting.The theoretical contribution of the study is to introduce the situation of government service window,which has not been paid enough attention to,into the study of the taking charge of cadres,In terms of practical contribution,this study promotes the role of cadres at the practical level,especially provides an effective reference for the environmental factors of the window cadres in government departments,which is an important step in the transformation of service-oriented government. |
