| As the report of the Party’s 20 th Congress mentions,it’s required to have a contingent of cadres that is politically competent,meets the new era’s requirements,provided with the ability of leading the modernization construction.Civil servant,located at the far end of national administrative governance system,should be loyal performer of laws,policies,regulations,as well as loyal guardian of people’s rights and pursuit,moreover,firm defender of the spirit of shouldering responsibilities.In the new circumstances,particularly under the CPC Central Committee’s requirements of consistent cadre shouldering,it’s necessary to take effective measures facilitating civil servants’ more positive effect on deepening reform development,social governance.Under China’s strict hierarchy administrative system,civil servants’ proactive behaviors have been influenced by superiors to a large extent.Serviceoriented leadership has promoted civil servants’ service attribute as people’s public servants,taking effect in motivating subordinates to shoulder responsibility proactively.This research focuses on service-oriented leaders’ influence on civil servants’ shouldering responsibilities proactively under China’s public administration department,conducts a discussion on how to boost civil servants’ proactivity in shouldering responsibilities more effectively,spurring them to proactive undertaking on more job responsibilities.This research first acquired the actual conditions of service-oriented leaders and civil servants’ proactive accountability in public departments by means of interviews.Subsequently,through field investigation,we distributed questionnaires to civil servants and direct leaders of Shanghai B district,through multi-frequency,multistage sampling,collected 239 sets of valid supporting data.With the support of Spss23.0,the sampled data has been verified from the perspective of basic conditions analysis,descriptive statistic analysis,reliability and validity test,relativity analysis and main assumptions.It’s found from research results:(1)length of service should be an influential factor on civil servants’ perception in service-oriented leaders;educational level,length of service and political status influence civil servants’ perception in sense of gain;educational level influences their perception in workplace spirituality;(2)service-oriented leaders have visible positive effect on civil servants’ proactive accountability;(3)workplace spirituality plays an intermediary role,service-oriented leaders facilitate civil servants’ proactive accountability by lifting civil servants’ workplace spirituality;(4)fear of failed accountability plays an adjustive role,lower fear of failed accountability from subordinates,higher possibility to enhance civil servants’ workplace spirituality by service-oriented leaders,facilitate civil servants’ proactive accountability;(5)mindfulness plays an adjustive role,higher mindfulness from subordinates,higher possibility to enhance civil servants’ workplace spirituality by service-oriented leaders,facilitate civil servants’ proactive accountability;.(6)sense of gain plays an adjustive role,lower sense of gain,higher possibility to enhance workplace spirituality,facilitating subordinates’ proactive accountability.This research gives relevant proposals on how to facilitate civil servants’ proactive accountability in pratice,including improving leadership service level,intensifying thought-leading construction,optimizing work public opinion environment,lifting superior work security,etc. |
