Research On Key Factors Of Blockchain+Government Service Development Process Based On Grounded Theory

Since entering the new century,computer,Internet and other technologies have developed rapidly.As a new network technology,blockchain technology has been highly concerned and discussed by people in the industry and the general public.After more than ten years,blockchain technology has been widely used by virtue of its advantages of decentralization and traceability,and can solve many problems that cannot be solved by traditional network technology.As to the government governance,the rapid development of blockchain has brought new opportunities and challenges for the government to innovate governance methods.Since 2016,the state has repeatedly proposed to strengthen the innovation and application of new technologies such as blockchain.The "14th Five-Year Plan" National Information Plan clearly proposes to promote the application of blockchain technology and the healthy and orderly development of the industrial ecology.Under the planning and leadership of the government,blockchain + government services has become a new popular government service application model.This paper uses grounded theory to analyze and study the evolution process of blockchain + government services,and through multi-case comparison and in-depth research,trying to obtain the key factors of the evolution process of blockchain + government services,providing decision-making reference for the future development of blockchain + government services.This paper firstly sorts out the development history and research results of blockchain technology,blockchain + government services at home and abroad,and analyzes the current research status in related fields;The typical cases of blockchain + government services in 4important application fields,such as data sharing,electronic deposit certificates,electronic invoices,and administrative approval,are taken as samples,and single-case analysis and research are carried out using grounded theory.The key factors of service evolution are analyzed to deduce its evolution path and design a dynamic evolution model.The results show that in the process of evolution,the role of government,blockchain technology,and product value are the most important influencing factors.The role of the government is the driving force for the R&D and promotion of various applications of blockchain + government services;blockchain technology is the platform for the research and development of blockchain + government services,and is the core competitiveness of specific application projects;product value is the blockchain + The goal of government service research and development is the embodiment of specific value.At the same time,according to the different groups faced by blockchain + government service application projects,some application projects also have the important factor of user service.Blockchain has obvious technical advantages and has broad application prospects in the field of government services.In future research and exploration,focus on strengthening the role of the government,use blockchain technology to optimize application projects,accurately grasp and strive to realize product value,and continuously optimize user services,so as to better leverage the advantages of blockchain + government services related applications,on the basis of significantly strengthening the government’s service awareness,to achieve the overall improvement of service level and efficiency.
