Design And Implementation Of The One-Window Government Service Processing System Of Gong'an County

With the continuous advancement of the "decentralized service" reform,the requirements for speeding up administrative approval and strengthening post-event and post-event supervision continue to increase,and the Public Security County Government Service Center is facing some new issues,such as the difficulty in effectively monitoring the actual situation of services at various windows;For example,the window items of each department are relatively independent,and it is difficult for many cross-department administrative approval service items to be approved in parallel;at the same time,there are problems such as the one-time notification of the window is not in place,and the difficulty of carrying out "good bad evaluation" of the examination and approval service.Based on the analysis of the current administrative approval process,this paper focuses on the research on hot issues such as the use of electronic technologies to implement new changes in government services,the strengthening of online processing for administrative approval,and the construction of electronic supervision.Analyze the status quo and existing problems of local government administrative examination and approval,analyze the necessity of using information technology to develop a one-window government service platform,and propose a one-window government service service concept,which is beneficial to the public and the government to establish direct Unified communication channels,implementation of collaborative operations within the government,improve efficiency,simplify office processes,reduce office costs,and increase work transparency.Through a comparative analysis with the traditional administrative service model,the functional requirements of the one-window government service system are proposed,which are mainly for the unified collection of approval materials for projects that require multiple departments to approve in parallel.The public or enterprises only need to submit all materials to the comprehensive window.And the whole process agent window,and the parallel approval business acceptance modelof distributing materials to the various department windows at the same time by the comprehensive window or the whole process agent window,and finally returning to the lead unit for unified settlement,in order to solve the need for enterprises and the public to deal with the business one by one Problems with multi-sector windows.On this basis,based on the J2 EE architecture and workflow technology architecture,the overall framework of a one-window government service system is constructed.Designed service functions such as one-time notification,online declaration,online submission,one-table joint processing,one-time billing,and information release,combing the business process of a one-window system and designing a system security plan.The one-window government service processing system of Gong'an County adopts B/S model,based on Windows 2008 network environment,large database based on Oracle,and uses J2 EE development to realize one-window government service processing platform.After a period of operation,the government affairs are initially realized.Service matters are handled,transmitted,and monitored online,integrating the examination and approval business of existing departments to promote the continuous acceleration of examination and approval efficiency.
