With the deepening of the reform of the administrative system and the transformation of the government functions, the responsibilities continue to sink, and the working pressure of grass-roots civil servants has increased sharply, and many people have experienced the phenomenon of job burnout. As the specific implementers and front-line executors of various policies and guidelines in China,grass-roots civil servants’ mental state and work attitude play a decisive role in the operation of the entire government work chain.Job burnout can affect individual work attitude and behavior, and can cause negative external effects such as insufficient government governance capacity and lack of credibility. Therefore,to explore the causes of job burnout of grass-roots civil servants is of great significance for building a high-quality grass-roots civil service team and promoting the construction of service-oriented government. The current research on the causes of job burnout of civil servants mainly focuses on the impact of material pressure such as long working hours and low salary level, while people pay insufficient attention to the reputation pressure and identity construction of grass-roots civil servants at the spiritual level. In view of this, this article focuses on the impact of reputation perception on grassroots civil servants, mainly exploring the following questions: Is the level of job burnout of grassroots civil servants related to their perceived reputation? Will the perceived reputation change their perception and attitude towards their organization and occupation? If so,what is the psychological mechanism? This paper attempts to introduce organizational identity, professional identity, and public service motivation variables into the study of the relationship between the two,and further explore the mechanism of different reputation perceptions on job burnout of grass-roots civil servants. After reviewing relevant literature, based on social identity theory and public service motivation theory,a model was constructed to study the relationship between reputation perception, professional identity, organizational identity, public service motivation, and job burnout. This study collected and organized 443 pieces of information about grassroots civil servants in various departments through convenient sampling.SPSS 22.0 and AMOS 23.0 were used as data analysis tools for statistical analysis(descriptive statistical analysis, regression analysis,etc.).The conclusions are as follows:(1)Positive professional reputation perception and organizational reputation perception can alleviate the level of occupational burnout among grassroots civil servants, and public service motivation plays a mediating role.(2)Occupational identity plays a mediating role in the relationship between occupational reputation perception and occupational burnout.(3)Organizational identity plays a mediating role in the relationship between organizational reputation perception and occupational burnout.(4)The professional identity and public service motivation of grassroots civil servants play a chain mediating role in the relationship between occupational reputation perception and occupational burnout.(5)The organizational identity and public service motivation of grassroots civil servants play a chain mediating role in the relationship between organizational reputation perception and job burnout.Based on relevant theoretical models, this study explored the impact mechanism between reputation perception and job burnout of grass-roots civil servants through empirical research, and verified the intermediary role of professional identity, organizational identity and public service motivation, which to some extent enriched the research on the causes of job burnout of grass-roots civil servants. From the practical level, this paper provides the following suggestions to alleviate the job burnout of grass-roots civil servants:(1)create a "new business card" and establish and maintain the reputation capital of grass-roots civil servants;(2)Improve mission effectiveness and cultivate professional identity of grass-roots civil servants;(3)"Stabilizing the morale of the army" to enhance the sense of organizational identity and belonging of grass-roots civil servants;(4)Take multiple measures to stimulate and cultivate the public service motivation of grass-roots civil servants. This article provides a new perspective and plan for strengthening the psychological ability of grass-roots civil servants, preventing and alleviating their job burnout, and provides scientific reference for building a high-level and high-quality civil service team.
